| Abstrak (Bhs. Indonesia) | Hibah Daerah adalah pemberian dengan pengalihan hak atas sesuatu dari Pemerintah atau pihak lain kepada Pemerintah Daerah atau sebaliknya yang secara spesifik telah ditetapkan peruntukannya dan dilakukan melalui perjanjian. Berdasarkan pengertian tersebut, maka tujuan yang ingin dicapai dalam penelitian ini adalah untuk mengetahui pelaksanaan Peraturan Pemerintah Nomor 2 Tahun 2012 tentang Hibah Daerah oleh Pemerintah Daerah Kabupaten Banyumas. Hasil dari penelitian dan pembahasan, diperoleh kesimpulan bahwa Hibah Daerah yang diterima oleh Pemerintah Daerah Kabupaten Banyumas adalah berbentuk uang. Sumber Hibah Daerah berasal dari Pemerintah Pusat dan Pemerintah Daerah Provinsi Jawa Tengah melalui Naskah Perjanjian Hibah Daerah. Hibah Daerah dilaksanakan melalui mekanisme APBD, penatausahaan atas realisasi hibah dalam bentuk uang yang diterima oleh Pemerintah Daerah Kabupaten Banyumas, disalurkan kepada Satuan Kerja Perangkat Daerah, kemudian diteruskan kepada lembaga dan/atau kelompok masyarakat yang telah memenuhi kriteria-kriteria yang telah ditetapkan untuk mendapatkan dana Hibah Daerah. Realisasi hibah kemudian dicatat dalam Laporan Keuangan Pemerintah Daerah. Lembaga dan/atau kelompok masyarakat penerima Hibah Daerah berkewajiban melakukan pelaporan dan pertanggungjawaban kepada Kepala Daerah melalui Pejabat Pengelola Keuangan Daerah. Satuan Kerja Perangkat Daerah terkait melakukan monitoring dan evaluasi atas pemberian hibah. Hasil monitoring dan evaluasi disampaikan kepada Kepala Daerah.Pihak-pihak yang bertanggungjawab secara formal dan/atau secara material atas penggunaan dana hibah adalah penerima hibah dan Satuan Kerja Perangkat Daerah terkait sebagai pihak yang mengevaluasi usulan pemberan hibah sampai dengan memberikan rekomendasi atas pemberian hibah, serta melakukan monitoring dan evaluasi atas pemberian hibah. |

Inggris) | The regional grant is the giving by diverting for right of something from the Government or other side to the Regional Government or in contrary that specifically has bee determined its purposes and conducted through the agreement. Based on that definition, so the purpose that want to be accomplished in this research is to find out the implementation of Government Regulation Number 2, 2012 about the Regional Grant by the Regency Regional Government of Banyumas. The result of this research and discussion, it is obtained the conclusion that the Regional Grant that accepted by Regency Regional Government of Banyumas is in the form of money. The source of regional grant come from the Central Government and Regional Government of Central Java Province through the Agreement Draft of Regional Grant. Regional grant is conducted through the mechanism of APBD, the business of grant realization in the form of money that is accepted by Regency Regional Government of Banyumas, it is distributed to the Work Board of Regional Official, then continued to the institution and/or group of society that has fulfill the determined criteria to obtain the Regional Grant. The realization of grant is recorded in the Regional Government Financial Report. The institution and/or group of society as the acceptor of Regional Grant, it has obligation to do the report and responsibility to the Head of Regional through the Management Officer of Regional Financial. The Work Board of Regional Official conducts the monitoring and evaluating for the giving grant. The result of monitoring and evaluating area reported to the Head of Regional. The sides that are responsible formally and material for the using the grant fund is the acceptor of grant and Work Board of Regional Official as the side that evaluates the suggestion of giving grant and until to giving the recommendation for giving grant, and conducting the monitoring and evaluating for the giving grant. |
