| Abstrak (Bhs. Indonesia) | Tujuan dari kebijakan izin usaha depot air minum isi ulang ialah memberikan dasar hukum bagi penyelenggaraan usaha depot air minum isi ulang dan memberikan dasar hukum dalam rangka pembinaan dan pengawasan kepada penyelenggara usaha. Semakin maraknya usaha depot air minum isi ulang di Purwokerto membutuhkan perhatian khusus, karena usaha tersebut berhubungan dengan kepentingan masyarakat sebagai konsumen air minum. Analisis implementasi kebijakan izin usaha depot air minum isi ulang dengan menggunakan model implementasi milik Edwards III yaitu komunikasi, sumber daya, disposisi dan struktur birokrasi maka diperoleh hasil bahwa, masih terdapat beberapa pengusaha depot air minum isi ulang di Purwokerto yang belum mengetahui betul manfaat dan tujuan kebijakan izin usaha depot air minum isi ulang, masih rendahnya kemampuan pelaksana kebijakan izin usaha depot air minum isi ulang dalam memanfaatkan sumber daya yang tersedia, belum efektifnya pelaksanaan pembinaan dan pengawasan yang disebabkan oleh kelonggaraan yang diberikan Dinas Kesehatan Kabupaten Banyumas dan Petugas Sanitarian di wilayah Purwokerto kepada pengusaha depot air minum isi ulang yang enggan melanggar ketentuan, dan belum adanya SOP (Standard Operating Procedure) dalam pelaksanaan kebijakan izin usaha depot air minum isi ulang. Beberapa kondisi tersebut diperburuk oleh ketidaktahuan konsumen terhadap standar kualitas air minum yang diproduksi oleh depot air minum isi ulang.
