| Judul Artikel | LITERATUR REVIEW: FAKTOR LINGKUNGAN KEBIJAKAN DAN KEPATUHAN MASYARAKAT DALAM IMPLEMENTASI KEBIJAKAN PEMBATASAN SOSIAL BERSKALA BESAR SEBAGAI UPAYA PENANGGULANGAN COVID-19 DI INDONESIA |
| Abstrak (Bhs. Indonesia) | ABSTRAK Latar Belakang: Indonesia melaporkan 2 kasus positif pertama kali pada 2 Maret 2020. Setelah itu, kasus positif covid-19 di Indonesia terus mengalami peningkatan. Pemerintah Indonesia merumuskan kebijakan PSBB untuk menanggulangi penyebaran covid-19. Kebijakan PSBB adalah upaya pemerintah dalam menekan penyebaran virus covid-19 dengan membatasi aktivitas tertentu masyarakat di luar rumah. Namun, dalam implementasi kebijakan PSBB dinilai belum optimal sebab ditemukan banyak pelanggaran oleh masyarakat serta lemahnya koordinasi dan komunikasi pejabat pelaksana sehingga perlu dilakukan pengkajian mengenai implementasi kebijakan PSBB. Penelitian ini bertujuan untuk mengidentifikasi implementasi kebijakan PSBB dalam upaya penanggulangan covid-19 di Indonesia berdasarkan penelitian terdahulu dengan metode literature review. Metodologi: Penelitian literature review dengan metode scoping review yang menggunakan tiga database, yaitu PubMed, Mendeley dan Google Scholar. Analisis pemilihan jurnal pada tahap uji kelayakan dengan form Critical Appraisal Skills Programme (CASP) untuk penelitian kualitatif. Hasil Penelitian: Implementasi kebijakan PSBB dari faktor lingkungan kebijakan dan kepatuhan masyarakat kurang berjalan optimal. Kondisi sosial-ekonomi masyarakat yang tidak mendukung terutama pada masyarakat ekonomi lemah sebab PSBB menurunkan pendapatan dan sulit memenuhi kebutuhan hidup, lalu lemahnya koordinasi dan komunikasi pejabat pelaksana menyebabkan inkonsistensi kebijakan dan rendahnya kepatuhan masyarakat menyebabkan implementasi kebijakan tidak berjalan optimal. Kesimpulan: Implementasi kebijakan PSBB pada faktor lingkungan kebijakan meliputi kondisi sosial-ekonomi dan komitmen pejabat pelaksana serta kepatuhan masyarakat masih belum optimal, sehingga masih perlu ditingkatkan koordinasi dan komunikasi pemerintah pusat dan daerah dan mendorong masyarakat mentaati kebijakan. |
| Abtrak (Bhs. Inggris) | ABSTRACT Background: Indonesia reported two positive cases for the first time on March 2, 2020. Then, positive cases of COVID-19 in Indonesia continued to increase. The Indonesian government has formulated LSSR policy to tackle the spread of covid19. The Large-Scale Social Restriction (LSSR) is one of the government's efforts in handling COVID-19 by limiting community activities outside the home. The implementation of the LSSR policy is considered not optimal due to the finding of many violations by the community and the weak coordination and communication of implementing officials, so it is necessary to conduct an assessment of the implementation of the PSBB policy. This study aims to identify the implementation of LSSR policy in an effort to overcome Covid-19 in Indonesia based on previous research using the literature review method. Methods: Literature review research with scoping review method using three databases, there are PUBMED, Mendeley, and Google Scholar. The site selection analysis used a form from the Critical Appraisal Skills Program (CASP) for qualitative research. Results: The implementation of the LSSR policy from policy environmental factors and community compliance is not running optimally. Socio-economic conditions of the community that are not supportive, especially in economically weak communities because LSSR reduces income and it is difficult to meet the needs of life, then the weak coordination and communication of implementing officials causes policy inconsistency and low community compliance, causing policy implementation not to run optimally. Conclusion: The implementation of the LSSR policy on policy environmental factors including socio-economic conditions and the commitment of implementing officials as well as community compliance is still not optimal, so it is still necessary to improve coordination and communication between the central and local governments and encourage the community to comply with the policy. |
