| Judul Artikel | POLITIK IMPLEMENTASI PERATURAN DAERAH (PERDA) NOMOR 26 TAHUN 2016 TENTANG KAWASAN TANPA ROKOK (KTR) DI KABUPATEN BANYUMAS |
| Abstrak (Bhs. Indonesia) | Artikel hasil penelitian ini bertujuan untuk memahami dan mendeskripsikan kebijakan kawasan tanpa rokok di Kabupaten Banyumas, terkait Peraturan Daerah Nomor 26 Tahun 2016 tentang Kawasan Tanpa Rokok di Kabupaten Banyumas yang melihat pada faktor pendorong dan penghambatnya, dengan menggunakan metode kualitatif dan pendekatan studi kasus dalam bingkai perspektif strukturalis dan paradigma konstruktivisme. Hasil penelitian tersebut mengungkapkan bahwa: pertama, implementasi Perda Banyumas masih belum diterapkan secara menyeluruh. Menjadi kendalanya adalah belum bersinerginya antara stakeholder terkait dengan implementasi kebijakan ini yang pada akhirnya membuat Perda ini belum sampai ketahap menjadi Peraturan bupati. Aktor-aktor yang terlibat di dalamnya seolah seperti lempar tanggungjawab antara siapa yang harus bertanggungjawab dan hal ini membuat implementasi dari kebijakan belum bisa dijalankan secara masif sampai hari ini.Dalam politik implementasi terdapat aktor- aktor yang terlibat dalam implementasi kebijakan tersebut. Aktor-aktor yang terlibat dalam implementasi kebijakan berkaitan dengan aspek politik yaitu kekuasaan. Kekuasaan berkaitan erat dengan legitimasi, wewenang, dan pengaruh; kedua, faktor pendorong politik implementasi PERDA Nomor 26 tahun 2016 diantaranya: (a) Regulasi yang dibuat dari adanya PERDA Banyumas tentang KTR, (b) Telah tersedianya sarana prasarana pendukung, (c) Adanya anggaran yang sudah disediakan oleh DPRD. Sedangkan faktor penghambat diantaranya: (a) Belum adanya tindak lanjut, (b) komunikasi antar instansi terkait belum berjalan baik, (c) Belum adanya sosialisasi menyeluruh. |

Inggris) | This research-based paper aims at to understand and describe the policy of a nosmoking area in Banyumas Regency, regarding the regulation Number 26 in 2016 of no-smoking area in banyumas regency that It concerns about driving and resistor factors, by using a qualitative method and case study approach in the framework of the structuralist perspective and the constructivist paradigm, the result of the research reveals that: first, the implementation of the Banyumas Regional Regulation has not yet been fully implemented. The problemis that there is no synergy between stakeholders related to the implementation of this policy, which in the end has made this Regional Regulation not yet reachedthe stage of becoming a Regent's Regulation. The actors involved in it seem to be throwing responsibilities between who should be responsible and this makes the implementation of the policy unable to be carried out on a massive scale to this day. In implementation politics there are actors involved in implementing the policy. The actors involved in policy implementation are related to the political aspect, namely power. Power is closely related to legitimacy, authority, andinfluence; second, the political implementation factor of local regulation number 26 in 2016: (a) The regulation was made because of banyumas KTR (b) It has been provided by infrastructure support, (c) The budget has been provided by local parliament. It is also inhibitor factors and there are: (a) There is no follow-up, (b) communication between relevant agencies has not been successful, (c) The socialization is not comprehensively. Based on the obtained data, it can be concluded that in politics the implementation of banyumas rregulation No 26 in 2016, KTR has not been fully implemented because it still has some constrabarriers to implement. |
