| Abstrak (Bhs. Indonesia) | Setiap negara memiliki budaya politik yang berbeda-beda, budaya politik tidak lain adalah pola tingkah laku individu dan orientasinya terhadap kehidupan politik yang dihayati oleh para anggota suatu sistem politik. Sebenarnya istilah budaya politik tertentu inheren (melekat) pada setiap masyarakat yang terdiri atas jumlah individu yang hidup, baik dalam sistem politik tradisional, transisional, maupun modern. Dalam penyelenggaraan Pemilu seringkali muncul berbagai persoalan hasil Pemilu, pelanggaran administrasi Pemilu, dan pelanggaran kode etik Pemilu. Persoalan dan pelanggaran kode etik tersebut muncul karena ketidakpuasan terhadap penyelenggaraan maupun hasil dari Pemilu. Persoalan lain juga muncul karena adanya kecurangan yang dilakukan peserta Pemilu, seperti pemalsuan identitas, dan money politik kepada para pemilih. Persoalan tersebut dapat menimbulkan konflik antar kelompok yang memiliki kepentingan sama. Eksistensi DKPP dalam sistem ketatanegaraan Indonesia dikategorikan sebagai lembaga negara pembantu atau lembaga negara penunjang yang bersifat independent. Hubungan antara DKPP dengan KPU dan Bawaslu, secara struktural adalah sederajat/sejajar saling terkait dan masing-masing bersifat mandiri/independen (check and balances) dalam penyelenggaraan Pemilu, namun secara fungsional peran DKPP sebagai lembaga kode etik Pemilu bersifat penunjang dalam penyelenggaraan Pemilu. | Abtrak (Bhs. Inggris) | Every country has the difference politic culture, the politic culture is the individual attitude and its orientation to the politic life that is understood by its members in a politic system. Actually the term of the certain politic culture is inherent for every society that consist of the number of life individual whether in the politic system of traditional, transitional, or modern. In the implementation of the Election often emerges many of the dispute for the result of election, administration violence, ethic code violation in election. The dispute and violation of the ethic code arise because there is the deceitfulness that has been conducted by the Election participant such as identification falsification, and politic money to the electors. These problems can emerge the conflict between the groups that has the similar interest. The existence of DKPP in the constitutional system in Indonesia is categorized as the assistance of state institution or encouragement of state institution that have the independent characteristic. The relationship between the DKPP, KPU and Bawaslu structurally have the similar/common in their characteristic that have the independent act (check and balance) in the implementation of Election but in functionally the role of DKPP is as the ethic code institution of election has the support characteristic in the implementation of election.
