| Abstrak (Bhs. Indonesia) | Artikel penelitian ini bertujuan untuk mendeskripsikan dan menjelaskan peran Yayasan Argowilis sebagai civil society lokal dalam implementasi peraturan desa nomor 4 tahun 2001. Dengan menggunakan metode kualitatif dan pendekatan studi kasus dalam paradigma non-positivis, khususnya konstruktivisme. Artikel penelitian ini bertujuan untuk untuk mendeskripsikan dan menjelaskan peranan Argowilis sebagai civil society lokal yang mendukung demokratisasi negara dalam implementasi peraturan desa nomor 4 tahun 2001 tentang Lembaga Pengelolaan Hutan Desa (LPHD). Dengan menggunakan metode kualitatif dan pendekatan studi kasus dalam paradigma nonpositivis khususnya konstruktivisme, hasil penelitian tersebut mengungkapkan bahwa peranan Argowilis sebagai civil society lokal sangat berperan penting terkait pengelolaan hutan Desa Sokawera khususnya dalam kegiatan-kegiatan LPHD. Kegiatan-kegiatan tersebut melaksanakan kegiatan-kegiatan hutan seperti mendata potensi hutan, memberikan penyuluhan dan pendidikan terkait kehutanan kepada masyarakat serta melakukan pemanfaatan hutan. Peran Argowilis melalui LPHD tidak didukung Perhutani sebagai representasi negara. Selain itu, hasil penelitian ini juga membuktikan bahwa Perhutani sebagai representasi negara tidak menerima adanya peraturan desa tersebut karena berbenturan dengan konsep pengelolaan hutan bersama masyarakat atau PHBM. Padahal peran Argowilis sebagai civil society local dalam negara demokrasi telah mendorong masyarakat berpartisipasi terlibat dalam isu local seperti pengelolaan hutan desa yang bersinggungan dengan Perhutani sebagai representasi negara. Faktor pendukung yaitu dukungan moral dari masyarakat dan pemerintah Desa Sokawera. Sementara faktor penghambat yaitu kapasitas sumber daya manusia Argowilis, pandangan Perhutani dan masuknya PHBM di tahun 2004. |

Inggris) | The objective of the article is to describe and to explain the role of Argowilis Institution as a local civil society in implementing the rural regulation Number 4 of 2001, by employing qualitative method and study case approach throughout non-positivism paradigm, particularly constructivism. This article is aimed at describing and explaining the role of Argowilis as a local civil society which supports democratization in the implementation of rural regulation number 4 of 2001 about Rural Forestry Institution (LPHD). By using qualitative method and study case approach throughout non-positivism paradigm, particularly constructivism, the result shows that the role of Argowilis as a local civil society is very significant in accordance with Sokawera forestry management particularly in Rural Forestry Institution (LPHD) actions. The actions consisted of measuring the rural forest, surveying the rural forest potential, providing services relating to social and education of the society in benefiting rural forest. The role of Argowilis through LPHD is not supported by Perhutani as a state representation. Furthermore, the result of this research shows that Perhutani does not accept the implementation of rural regulation in that contradicts with Society Mutual Forestry Management (PHBM) concept. Otherwise the role of Argowilis as local civil society in the democratic-state has encouraged society to participate in local issue, such as the management of village forest that intersect with Perhutani as a representation of the state. The supporting factor is pertaining to the moral supports from Sokawerans. Whereas the threatening factor is in the capacity of Argowilis manpower, Perum Perhutani inference and the realization of Society Mutual Forestry Management (PHBM) in 2004. |
