| Abstrak (Bhs. Indonesia) | Penelitian ini dilatar belakangi oleh upaya pemerintah dalam mewujudkan tertib administrasi kependudukan dengan mengurangi Kartu Tanda Penduduk (KTP) ganda bagi penduduk wajib KTP di Indonesia, melalui kebijakan program penerapan Kartu Tanda Penduduk Elektronik (KTP-el). Lokasi penelitian ini berada di wilayah Kecamatan Pondok Gede Kota Bekasi. Tujuan dari penelitian ini adalah untuk mengetahui dan menguji pengaruh komunikasi, sumber daya, disposisi dan struktur birokrasi terhadap efektivititas implementasi kebijakan, baik secara parsial maupun secara bersama-sama. Dengan sasaran penelitian adalah penduduk wajib KTP yang telah melakukan perekaman KTP Elektronik dan aparatur pelaksana kebijakan. Penelitian ini menggunakan metode penelitian kuantitatif dengan pendekatan metode survey, dengan teknik pengumpulan data melalui kuesioner, observasi, dokumentasi dan wawancara. Teknik analisis data yang digunakan adalah korelasi spearman, korelasi ganda, regresi linear sederhana, regresi linear ganda dan regresi ordinal. Pengujian hipotesis menggunakan regresi linear sederhana dan regresi linear ganda. Berdasarkan hasil analisis secara kuantitatif dalam penelitian ini dapat dijelaskan bahwa terdapat pengaruh yang signifikan antara komunikasi terhadap efektivitas implementasi kebijakan sebesar 0,164 atau 16,4 persen. Terdapat pengaruh yang signifikan antara sumber daya terhadap efektivitas implementasi kebijakan sebesar 0,305 atau 30,5 persen. Terdapat pengaruh yang signifikan antara disposisi terhadap efektivitas implementasi kebijakan sebesar 0,178 atau 17,8 persen. Terdapat pengaruh yang signifikan antara struktur birokrasi terhadap efektivitas implementasi kebijakan sebesar 0,308 atau 30,8 persen. Secara bersama-sama, terdapat pengaruh yang signifikan antara Komunikasi, Sumber Daya, Disposisi, dan Sruktur Birokrasi terhadap Efektivitas Implementasi Kebijakan, sebesar 0,401 atau 40,1 persen. Artinya, semakin baik Komunikasi, Sumber Daya, Disposisi, dan Sruktur Birokrasi maka akan semakin baik pula Efektivitas Implementasi Kebijakan. Para aparat pelaksana yang terlibat dalam kebijakan ini harus melakukan evaluasi dan saling berkoordinasi untuk menyelesaikan permasalahan yang terjadi selama kebijakan ini dijalankan, seperti dengan melakukan pemanggilan ulang terhadap masyarakat yang belum melakukan perekaman KTP-el, mengoptimalkan tugas para operator agar tidak terjadi kesalahan kembali pada KTP-el yang telah jadi. |

Inggris) | This research is motivated by the implementation of program policies Electronic Identity Card (e-ID Card) by the government in achieving orderly administration of the population by reducing double Identity Card (ID Card) for compulsory Indonesian residents. The location of this research is in the District of Pondok Gede Bekasi. The purpose of this study is to know and test the influence of communication, resources, disposition and bureaucratic structure of to the effects of policy implementation, either partially or simultaneously. The study targets are ID Card compulsory residents which have recorded for Electronic ID Card and apparatuses implementing the policy. This study used quantitative research methods with the approach survey method, the technique of collecting data through questionnaires, observation, documentation and interviews. The data analysis technique used are Spearman correlation, multiple correlation, simple linear regression, multiple linear regression and ordinal regression. Hypothesis testing using simple linear regression and multiple linear regressions. Based on the results of the quantitative analysis in this study could described that there is a significant influence of communication on the effectiveness of policy implementation by 0,164 or 16,4 percent. There is significant influence between the resources of the effectiveness of policy implementation by 0,305 or 30,5 percent. There is a significant effect of the disposition of the effectiveness of policy implementation by 0,178 or 17,8 percent. There is a significant relationship between bureaucratic structure on the effectiveness of policy implementation by 0,308 or 30,8 percent. There is a significant effect between the Communications, Resource, Disposition, and Bureaucratic Structure on Policy Implementation Effectiveness, at 0,401 or 40,1 percent. This means that, the better the Communication, Resources, Disposition, and the Bureaucratic structure that the better its effectiveness of policy implementation. The officers involved in implementing this policy must evaluate and coordinate with each other to solve problems that occur during the policy implemented, such as by calling back to the people who have not made the recording e-ID Card, optimizing the assignment operator to avoid mistakes back in e-ID Card who has finished. |
