| Abstrak (Bhs. Indonesia) | Pengertian Pegawai Negeri Sipil menurut pasal Pasal 1 angka 1 Undang Undang No 43 tahun 1999 Tentang Perubahan Undang Undang No 8 tahun 1974 tentang Pokok Pokok Kepegawaian adalah setiap warga negara Republik Indonesia yang telah memenuhi syarat yang ditentukan, diangkat oleh pejabat yang berwenang dan diserahi tugas dalam suatu jabatan negeri, atau diserahi tugas negara lainnya, dan digaji berdasarkan peraturan perundang-undangan yang berlaku. Dalam menjalankan tugas dan fungsinya PNS harus bersikap netral, bersikap netral artinya PNS harus bebas dari semua pengaruh golongan dan partai politik. Netralitas Pegawai Negeri Sipil bertujuan agar PNS dapat menjalankan tugas dan fungsinya dengan baik. Pelaksanaan Netralitas juga harus diterapkan dalam pelaksanaan Pemilukada di Kabupaten Banyumas Tahun 2013. Metode penelitian dalam penulisan ini adalah Sosiologis Yuridis. Hasil penelitian menunjukan bahwa pengetahuan PNS mengenai Netralitas PNS adalah sangat baik, hal ini didapat dari data primer yang telah diolah menunjukan bahwa 6 % PNS memiliki pengetahuan mengenai Netralitas tidak baik, sebanyak 45 % responden memiliki pengetahuan mengenai netralitas yang baik, dan sebanyak 49 % mempunyai pemahaman mengenai Netralitas yang sangat baik. Dalam Pemilukada Kabupaten Banyumas tahun 2013 terdapat dua calon Wakil Kepala Daerah yang berstatus sebagai PNS, yaitu dr. GS dan Drs. DB. Bagi PNS yang hendak mencalonkan diri menjadi Kepala Daerah, bagi PNS yang hendak mengikuti Pemilukada wajib mengundurkan diri dari jabatan negeri sebelum mengikuti Pemilukada. Pelaksanaan Netralitas PNS bagi PNS yang tidak menjadi calon Kepala Daerah dapat dikatakan baik, hal ini didasarkan atas wawancara, dan inventarisasi data Panwaslu, meskipun dari hasil kuisioner menunjukan bahwa adanya pelanggaran yang menunjukan keikutsertaan PNS dalam kampanye, yaitu sebanyak 7 %. |

Inggris) | Definition of Civil Servant according to section 1 point 1 of Article No. 43 of Law 1999 on the Amendment Act No. 8 of 1974 on Basic Principles of Civil Servant is every citizen of the Republic of Indonesia, which has been determined eligible, appointed by the competent authority and entrusted with the task in an office of the country, or other countries tasked, and paid based on the laws and regulations in force. In carrying out the duties and functions, Civil Servants should be neutral, neutral means that Civil Servants should be free from all influence of groups and political parties. The problem of Research were taken: Neutrality of the Civil Servants aims to make civil servants can complete their duties and functions well. Neutrality Implementation should also be applied in Banyumas General Election in 2013. Research method in this paper was Juridical Sociology. The results showed that Civil Servants’ knowledge about the Neutrality of Civil Servant was very good, it’s obtained from the primary data that have been processed indicated that 6% Civil Servants had knowledge about the neutrality were not good, there were 45% of respondents had a good knowledge of neutrality, and there were 49% had an understanding about Neutrality were very good. In Banyumas General Election of 2013, there were two candidates for the Deputy Regional Head status as Civil Servants, namely dr. GS and Drs. DB. For Civil Servants who want to be candidate for Regional Head, for Civil Servants who want to participate the Regional General Election is obligated to resign the position before registering the Regional General Election. Implementation of Civil Servants’ neutrality for civil servants who were not be candidates for Regional Heads can be said was good, this is based on interviews and data inventory Election Supervisory Committee, although the results of the questionnaire showed that the presence of which indicates the participation of civil violation preformance campaign, was 7%. |
