| Abstrak (Bhs. Indonesia) | Pemilihan umum Bupati dan Wakil Bupati Banyumas secara langsung telah dilaksanakan dua kali yaitu Tahun 2008 dan Tahun 2013. Pada Tahun 2008 jumlah pemilih tetap yang terdaftar sebanyak 1.245.896 orang. Jumlah pemilih yang hadir ke TPS dan menggunakan hak suaranya sebanyak 909.062 orang atau sekitar 72,96%, sedangkan jumlah pemilih yang tidak hadir ke TPS dan tidak menggunakan hak suaranya sebanyak 335.834 orang atau sekitar 27,04%. Salah satu faktor yang dapat mempengaruhi penurunan penggunaan hak pilih pada Pilkada adalah partisipasi politik. Oleh karena itu, penulis ingin mengadakan studi penelitian berkaitan dengan masalah tersebut pada beberapa kecamatan yang tingkat penggunaan hak pilihnya rendah di wilayah hukum Kabupaten Banyumas. Tujuan yang ingin dicapai dalam penelitian ini adalah untuk mengetahui efektivitas penggunaan hak pilih masyarakat dalam pemilihan Bupati dan Wakil Bupati tahun 2013 di Kabupaten Banyumas,dan untuk mengetahui pengaruh partisipasi politik terhadap efektivitas penggunaan hak pilih masyarakat dalam pemilihan Bupati dan Wakil Bupati tahun 2013 di Kabupaten Banyumas. Motede pendekatan yang digunakan pada penelitian ini adalah pendekatan kuantitatif. Pendekatan kuantitatif memusatkan perhatian kepada gejala-gejala yang mempunyai karakteristik tertentu dalam kehidupan manusia yang dinamakan variabel. Pendekatan tersebut ditujukan untuk menunjukan hubungan antar variabel yang dianalisis dengan bantuan statistik atau angka-angka. Dari hasil analisis secara kuantitatif dalam penelitian ini dapat disimpulkan bahwa Penggunaan hak pilih masyarakat dalam pemilihan Bupati dan Wakil Bupati tahun 2013 di Kabupaten Banyumas telah efektif artinya telah tercapai sasaran atau tujuan yang telah ditetapkan sebelumnya. Indikator pendataan pemilih sebagai faktor penerap/pelaksana hukum serta indikator pengetahuan pemilih sebagai faktor pemegang peran cenderung mempengaruhi secara positif terhadap efektivitas penggunaan pemilih masyarakat dalam pemilihan umum. Semakin tinggi pengaruh partisipasi politik akan menentukan pada tingkat efektivitas penggunaan hak pilih masyarakat dalam pemilihan umum Bupati dan Wakil Bupati Kabupaten Banyumas. Meskipun kegiatan komunikasi politik dan kampanye pemilihan umum Bupati dan Wakil Bupati Banyumas telah menunjukkan tingkat yang tinggi, namun secara keseluruhan dalam kenyataannya belum dapat dilaksanakan secara maksimal. |
| Abtrak (Bhs. Inggris) | The Regent and Vice Regent election in Banyumas directly have been implemented in twice, they are in 2008 and 2013. In 2008 the number of registered voters that have been registered are 1,245,896 people. The number of voters who present to the polls and use their rights are 909 062 people, or approximately 72.96%, and the number of voters who did not present to the polls and use their rights are 335 834 people, or approximately 27.04%. One of the factors that can affect the decline in the use of the right to vote in the regional elections they are as political participation. Therefore, the authors would like to conduct research studies related to the problem in some districts the low level of use of their voting rights in the jurisdiction in Banyumas The aim of this study was to determine the effectiveness of the use of the public right to vote in the Regent and Vice Regent election in 2013 in Banyumas, and to determine the effect of political participation on the effectiveness of the use of the public right to vote the Regent and Vice Regent election in 2013 in Banyumas. Method approach that is used in this study is a quantitative approach. Quantitative approaches focus on the symptoms that have certain characteristics in human life, they are called variables. The approach is intended to show the relationship between variables were analyzed with the help of statistics or figures. From the results of the quantitative analysis in this study it can be concluded that the use of the public right to vote in the Regent and Vice Regent election in 2013 in Banyumas have effective means to achieve the goals or objectives that have been set previously. Indicator data collection of voter as a factor of implementers/law enforcement as well as factor of role holder that they are tend to affect positively to the effectiveness of usage for voter in Regent and Vice Regenct Election in Banyumas. Although the activities of political communication and election campaigns of Regent and Vice Regent in Banyumas have demonstrated a high level, but in reality as a whole can not be fully implemented. |
