PLN (PERSERO) APJ PURWOKERTO Ilfi Aprilianingrum E1A010106 Penelitian ini mengambil latar belakang masalah bahwa Tanggung Jawab Sosial dan Lingkungan yang diamanatkan oleh Pasal 74 Undang-Undang Nomor 40 Tahun 2007 masih belum jelas pengaturannya. Meskipun telah ada Peraturan Pemerintah Nomor 47 Tahun 2012 tentang Tanggung Jawab Sosial dan Lingkungan Perseroan Terbatas akan tetapi bentuk dari implementasi tanggung jawab sosial dan lingkungan perseroan terbatas tidak secara tegas diatur. Peneliti ingin mengetahui bagaimana PT PLN (Persero) APJ Purwokerto mengimplementasikan ketentuan Pasal 74 Undang-Undang Nomor 40 Tahun 2007. Penelitian ini merupakan penelitian yuridis normatif dengan pendekatan perundang-undangan, historis dan konseptual. Spesifikasi penelitian deskriptif analitis, mengambil lokasi penelitian di PT PLN (Persero) APJ Purwokerto, Unit Pelayanan Terpadu (UPT) Perpustakaan Universitas Jenderal Soedirman, Pusat Informasi Ilmiah (PII) Fakultas Hukum Universitas Jenderal Soedirman. Sumber bahan hukum yang digunakan adalah bahan hukum primer, sekunder, dan tersier. Metode yang digunakan untuk proses pengumpulan bahan hukum adalah dengan studi kepustakaan, internet browsing, telaah artikel ilmiah, telaah karya ilmiah sarjana dan studi dokumen resmi lainnya yang relevan. Bahan hukum yang diperoleh akan disajikan dalam bentuk teks deskriptif naratif yang disusun secara sistematis sebagai suatu kesatuan yang utuh. Metode analisis secara normatif kualitatif. Berdasarkan hasil penelitian diketahui bahwa PT PLN (Persero) APJ Purwokerto selaku unit kerja dari PT PLN (Persero) pusat, dalam menjalankan Tanggung Jawab Sosial dan Lingkungan sebagaimana diamanatkan Pasal 74 Undang-Undang Nomor 40 Tahun 2007 selalu berpedoman pada Visi, Misi dan Strategi Kebijakan Tanggung Jawab Sosial dan Lingkungan yang telah ditentukan oleh PT PLN (Persero) pusat yang berkedudukan di Jakarta. Strategi Kebijakan Tanggung Jawab Sosial dan Lingkungan PT PLN (Persero) di dalamnya memuat program kemitraan dan bina lingkungan, hal ini merupakan upaya sinergi dalam menjalankan amanat Pasal 74 Undang-Undang Nomor 40 Tahun 2007 sekaligus menjalankan amanat Permen BUMN No 5 Tahun 2007 tentang Program Kemitraan Badan Usaha Milik Negara dengan Usaha Kecil dan Program Bina Lingkungan. PLN (PERSERO) APJ PURWOKERTO Ilfi Aprilianingrum E1A010106 This research takes the background of problem that the corporate social responsibility which has been explained in the Article 74 Ordinance Number 40 in 2007 still have not being clear regulation. Although there is the Government Regulation Number 47 in 2012 about the corporate social responsibility but the form of the implementation of corporate social responsibility is not regulated firmly. The researcher want to know about how PT PLN (Persero) APJ Purwokerto implements the certainty Article 74 Ordinance Number 40 in 2007. This research is the normative juridical research by using the approach of ordinance, historical, and conceptual. The research specification analytical descriptive takes the research location at PT PLN (Persero) APJ Purwokerto, Integrated Service Unit (UPT) of Library of Jenderal Soedirman University, Scientific Information Source (PII) Law Faculty at Jenderal Soedirman University. The source of law material that has been used is the source of primary law, secondary, and tertiary. The method that has been used for colleting process of law material it is by using the literary study, browsing internet, scientific article observation, bachelor scientific thesis observation and its official document study. The source of law material that has been collected it will be presented in the form of narrative descriptive text that is arranged systematically as the completed unity. Method of analysis is the qualitative normative. Based on the result of research it is known that PT PLN (Persero) APJ Purwokerto as the work unit from headquarter PT PLN (Persero), in running its corporate social responsibility as explained in the article 74 in Ordinance Number 40 in 2007 always has guidance in the Vision, Mission and policy strategy of corporate social responsibility that has been determined by Headquarter PT. PLN (Persero) that is located in Jakarta. Strategy policy of corporate social responsibility at PT PLN (Persero) contains the partnership program and environment counseling, these are the synergic strategy in running the regulation in Article 74 Ordinance Number 40 in 2007 and Government Regulation BUMN No. 5 in 2007 about the Partnership program of BUMN with the small business and Environment Counseling Program.
