| Abstrak (Bhs. Indonesia) | Tujuan penelitian ini adalah untuk mendeskripsikan bagaimana proses penganggaran program Kartu Banyumas Sehat. Kemudian penelitian ini juga bertujuan untuk memahami berbagai aktor yang mendominasi dalam proses penganggaran program Kartu Banyumas Sehat serta mengetahui postur anggaran APBD Kabupaten Banyumas yang digunakan untuk menyelenggarakan program Kartu Banyumas Sehat. Pertama, proses penganggaran dalam program Kartu Banyumas Sehat dimulai dari tahun 2013 di mana tahun tersebut merupakan tahun awal Bupati terpilih menjabat. Kartu Banyumas Sehat sendiri merupakan bentuk realisasi dari janji kampanye bupati terpilih. Kedua, untuk aktor yang dominan dalam proses penganggaran Kartu Banyumas Sehat yaitu pihak eksekutif dalam hal ini Wakil Bupati Banyumas di mana ia adalah aktor utama dalam menciptakan ide penerapan Kartu Banyumas Sehat yang bermula dari penolakan Bupati Mardjoko atas Peraturan Daerah yang di buat oleh Komisi D. Ketiga, berkaitan dengan postur anggarannya dana alokasi untuk Kartu Banyumas Sehat sebesar 27 miliar rupiah, di mana anggaran tersebut masuk ke dalam draft belanja langsung daerah. Sementara itu, landasan teori yang digunakan dalam penelitian ini adalah teori elit, rational choice theory, dan public choice theory.

| Abtrak (Bhs. Inggris) | The purpose of this study is to describe how the process of budgeting program Card Banyumas Healthy. Then the study also aims to understand the various actors that dominate in the process of the budgeting Healthy and Banyumas Card knowing GRANT county budget Banyumas postures that are used to deliver programs Healthy Banyumas Card. First, the process of budgeting in the Banyumas Health Card programs started from 2013 where the year is elected regent’s early years in office. The card itself is a healthy from of Banyumas realization of campaign promise the governors elected. Second, to the dominant actors in the process of carrying out the healthy side of Banyumas Card executives in this case Deputy Regent of Banyumas, where he was the main actor in creating the application Card Banyumas Healthy rejection of Regent, which commenced from Mardjoko over the local regulations made by the commission D. Thirdly, with the regard to allocation of funds budgeted for posture for Healthy Banyumas Card amounting to 27 billion dollars, in which the budget when into the draft direct shopping area. In the meantime, the cornerstone of the theory used in this research is the elite theory, rational choice theory, and public choice theory.
