| Abstrak (Bhs. Indonesia) | Penelitian ini berjudul “Efektivitas Implementasi Program Pusat Layanan Internet Kecamatan di Kecamatan Sumbang Kabupaten Banyumas”. Penelitian ini bertujuan untuk mengetahui bagaimana faktor-faktor yang mempengaruhi efektivitas implementasi Program Pusat Layanan Internet Kecamatan di Kecamatan Sumbang. Tujuan program ini adalah membuka akses informasi masyarakat perdesaan sebagai sarana memperkenalkan komputer serta internet dalam pemanfaat teknologi informasi dan komunikasi. Berdasarkan hasil analisis faktor-faktor yang mempengaruhi keberhasilan pelaksanaan program adalah dengan berdasarkan teori Grindle yaitu Isi Kebijakan yang meliputi pelaksana program dan sumberdaya yang dilibatkan, dan konteks implementasi meliputi kekuasaan kepentingan dan strategi aktor yang terlibat. Hasil penelitian menunjukan bahwa dari tingkat efektivitas dalam output program semuanya berjalan tidak efektif, sedangkan dari pencapaian outcome program semuanya juga tidak berjalan efektif, maka dapat disimpulkan Program PLIK dalam memberikan akses informasi dengan media internet kepada masyarakat dengan konten-konten yang edukatif, bermanfaat, dan mampu mendukung perekonomian di kecamatan dirasa tidak memberikan dampak dan pengaruh terhadap perkembangan kesejahteraan masyarakat dalam hal ilmu pengetahuan teknologi, informasi dan komunikasi khususnya melalui internet. Dalam hal ini dibutuhkan kesadaraan, dan komunikasi yang saling berkesinambungan antar para pelaku kebijakan dengan pihak yang mendukung serta masyarakat sebagai sasaran kebijakan dalam pelaksanaan program agar manfaat dan tujuan program dapat memberikan manfaat yang maksimal. |

| Abtrak (Bhs. Inggris) | This research entitled “Effectiveness of Program Implementation Internet Service Center in the district of Sumbang Banyumas Regency”. This research aims to find out how the factors that influence the effectiveness of Program implementation the Internet Service Center in Su'mbang District. The purpose of this programme is the rural community information open access as a means of introducing computers and internet in information and communication technology users. Based on the results of the analysis of the factors affecting the success of program implementation is based on the contents of Policies Grindle's theory that includes implementing the programme and the resources involved, and the context of the implementation of the strategy include power interests and actors involved. Research results show that the level of effectiveness in the output program everything works ineffective, whereas the achievement of the learning outcomes of the program are also not run effectively, then it can be inferred the Program PLIK in providing access information with internet media to the community with the educational content, usable, and able to support the economy in the town felt did not provide the impact and influence on the development of social welfare in terms of science technologyinformation and communication, particularly via the internet. In this case it takes a kesadaraan, and mutually sustaining communication between policy makers and those who support and Community policy objectives in the implementation of the program to the benefits and goals of the program are able to provide the maximum benefit. |
