| Abstrak (Bhs. Indonesia) | Penelitian ini membahas tentang “Restrukturisasi Birokrasi Dalam Pelaksanaan Otonomi Daerah Di Kabupaten Cilacap tahun 2010”. Pelaksanaan otonomi yang sudah berjalan, selain menumpahkan berbagai harapan akan tumbuhnya demokratisasi dan meningkatnya kesejahteraan serta mendekatkan pelayanan kepada masyarakat. Penelitian ini bertujuan untuk mengetahui bagaimana tahap awal restrukturisasi birokrasi di Kabupaten Cilacap dan mengetahui faktor-faktor apa saja yang mendukung dan menghambat restrukturisasi birokrasi di Kabupaten Cilacap. Penelitian ini menggunakan metode penelitian kualitatif dengan menggunakan pendekatan studi kasus tujuan dari penelitian adalah untuk mengetahui Bagaimana restrukturisasi birokrasi dalam pelaksanaan otonomi daerah di Kabupaten Cilacap pada tahun 2010 dan mengetahui faktor-faktor apa saja yang mendukung dan menghambat restrukturisasi birokrasi di Kabupaten Cilacap pada tahun 2010. Dari penelitian ini dapat disimpulkan bahwa Tahap awal restrukturisasi di Kabupaten Cilacap dimulai sejak Undang-undang Nomor 32 tahun 2004 Tentang Pemerintahan Daerah, kemudian muncul Peraturan Pemerintah Nomor 41 Tahun 2007 menggantikan Peraturan Pemerintahan Nomor 8 tahun. Setelah diterbitkannya Peraturan Pemerintah No.41 tahun 2007 tentang organisasi perangkat daerah Kabupaten Cilacap sudah melakukan restrukturisasi organisasi perangkat daerah sebanyak 2 (dua) kali. Pada tahun 2010 telah diterbitkan 5 Peraturan Daerah tentang SOTK yaitu No.12 tentang organisasi dan tata kerja Sekertariat Daerah dan Sekertariat DPRD, No.13 tentang OTK(Organisasi dan Tata Kerja) Dinas Daerah, No.14 tentang OTK Lembaga Teknis Daerah dan Satpol PP, No.15 tentang OTK Kecamatan dan Kelurahan, dan No.16 tentang OTK Lembaga lain. Dalam restrukturisasi organisasi daerah di Kabupaten Cilacap sudah bisa dikatakan efektif dan efisien, hal ini bisa dilihat dari SOTK baru di jajaran Setda terdiri dari, Sekretaris Daerah, 5 Staf Ahli Bupati dan 3 Asisten, SOTK Dinas Daerah Kabupaten Cilacap, yang semula 15 dinas menjadi 13 dinas, sementara Lembaga Teknis Daerah (Lemtekda) yang semula 15 menjadi 11, lembaga lain 3 lembaga menjadi 2 lembaga Tetapi dalam proses penempatan jabatan masih sangat diragukan karena masih ada terjadi pola pendistribusian dengan sistem kedekatan keluarga atau kekerabatan dan pertimbangan politik. Dalam restrukturisasi organisasi ada beberapa faktor pendukung diantaranya adalah Kemampuan keuangan daerah, Potensi unggulan pemerintah daerah, Letak geografis dan Jumlah penduduk, dan Kemampuan Sumber daya manusia. Faktor penghambat antara lain: masih adanya regulasi Pemerintah Pusat yang bersifat sektoral dan tumpang tindih dengan regulasi lainya dan Terjadinya duplikasi tugas dan fungsi serta tarik menarik kewenangan beberapa unit organisasi sebagai akibat pengembangan terhadap beberapa fungsi perangkat daerah |
| Abtrak (Bhs. Inggris) | This study discusses“Restructuring the Bureaucracy In Regional Autonomy in Cilacap district 2010”. Implementation of autonomy isalready running, in addition to shedding the expectations of growing democratization and increased welfare and service closer to the community . This study aims to determine how the initial stages of restructuring the bureaucracy in Cilacap and determine any factors that support and hinder the restructuring of the bureaucracy in Cilacap. This study used a qualitative research method using a case study approach the goal of the research is to know how the restructuring of the bureaucracy in the implementation of regional autonomy in Cilacap Regency in 2010 and find out what are the factors that support and hinder the restructuring of the bureaucracy in Cilacapdistrict in 2010. From this study it can be concluded that the initial phase of restructuring began in Cilacap Act No.32of 2004 on Regional Government, then comes the Government Regulation No.41 of 2007 replaces Government Regulation No. 8 yearsAfter the issuance of Government Regulation No.41 of 2007 concerning the organization of Cilacap area already restructured the organization of area 2 (two) times. In 2010 was published 5 Regulation on SOTK is No.12 on the organization and functioning of the Regional Secretariat and the Secretariat of Parliament, No.13 OTK (Organisasi dan Tata Kerja) Regional Office, No.14 about OTK Technical Institute and municipal police, No.15 of OTK District and Sub-District, and No.16 on OTK other institutions . In the area of organizational restructuring in Cilacap District was able to be effective and efficient, it can be seen in the ranks of the new SOTK Regional Secretariat consists of, Regional Secretary, 5 and 3 Regent Expert Staff Assistant , Office SOTK Cilacap District, the original 15 departments into 13 service, while the Regional Technical Institute ( Lemtekda) which was originally 15 to 11, the other three institutions into two positions, but in the placement process is still very much in doubt because there is still going on with the distribution pattern of family closeness or kinship system and political considerations, In the restructuring of the organization there are several contributing factors including the ability of local finance,local government seed potential, Geographic location and number of inhabitants, and the ability of human resources. Inhibiting factors, among othersthe persistence of the regulation of the Central Government or sectors and overlap with other regulations and the occurrence of duplication of tasks and functions and authority of the pull of some organizational units as a result of the development of the several functions of the device area. |
