| Abstrak (Bhs. Indonesia) | Penelitian ini menggunakan metode penelitian kualitatif deskriptif yang bertujuan untuk mengetahui dominasi peran birokrasi desa sebagai street level bureaucracy dalam implementasi kebijakan PHBM di Desa Kaliputih, Kecamatan Purwojati, Kabupaten Banyumas. Subjek penelitian ini adalah birokrasi desa, LMDH ”Wana Swakarya”, Mandor Perhutani dan masyarakat Desa Kaliputih. Hal ini dikarenakan dalam implementasi kebijakan PHBM di Desa Kaliputih tidak terlepas dari peran serta dari masing-masing pihak, khususnya pihak birokrasi desa Kaliputih yang berperan dominan. Dalam penelitian ini pada intinya membahas mengenai dominasi peran birokrasi desa sebagai street level bureaucracy dalam implementasi kebijakan PHBM di Desa Kaliputih, Kecamatan Purwojati, Kabupaten Banyumas. Berdasarkan hasil penelitian, maka dapat diketahui bahwa keberhasilan implementasi kebijakan PHBM di Desa Kaliputih dipengaruhi oleh beberapa faktor, diantaranya adalah faktor kepemimpinan yang dominan dari birokrasi desa Kaliputih yang merangkap jabatan sebagai pengurus LMDH ”Wana Swakarya”. Kesimpulan dalam penelitian ini adalah (1) keberhasilan implementasi kebijakan PHBM di Desa Kaliputih dipengaruhi oleh dominasi peran birokrasi desa dalam struktur LMDH “Wana Swakarya”, (2) adanya inovasi program wirausaha dari LMDH yang diakomodasi oleh birokrasi desa sukses meningkatkan ekonomi masyarakat sekaligus mengubah persepsi negatif dari dominasi peran (3) tingkat pendidikan dan ekonomi yang rendah dari masyarakat Desa Kaliputih menjadi alasan kuat mengapa dominasi peran birokrasi desa terjadi. |

Inggris) | This research uses descriptive qualitative research method that aims to determine the dominant role of the bureaucracy village as a street -level bureaucracy in PHBM policy implementation in the Kaliputih village, District Purwojati, Banyumas. The subjects were the bureaucracy village, LMDH "Wana Swakarya", Perhutani Overseer and Kaliputih villagers. This is because the implementation of PHBM policy in the Kaliputih village can’t be separated from the role of each party, in particular the bureaucracy village of Kaliputih is the dominant role. In this study essentially discusses the dominant role of the bureaucracy village as a street-level bureaucracy in PHBM policy implementation in the Kaliputih village, District Purwojati, Banyumas. Based on the research results, it can be seen that the success of PHBM policy implementation in the Kaliputih is influenced by several factors, including the dominant leadership factors of bureaucracy Kaliputih village which also doubled as the leader of LMDH "Wana Swakarya". The conclusion of this study were (1) the successful implementation of PHBM policy at the Kaliputih village is influenced by the dominant role of the bureaucracy village in the LMDH "Wana Swakarya" structure, (2) the innovation of entrepreneurial programs from LMDH can be accommodated by the bureaucracy village, then it can successfully increasing the local economy, at the same time it also changing negative perceptions of dominance role (3) the level of education and low economic of Kaliputih villagers are the strong reasons why the dominant role of the village bureaucracy occurred . |
