| Abstrak (Bhs. Indonesia) | Pelayanan publik membutuhkan sebuah transformasi dari pelayanan publik manual ke pelayanan publik berbasis digital (e-Government) untuk mewujudkan efektivitas dan efisiensi dalam pelayanan publik . Kabupaten Banyumas telah menyikapi pentingnya kebutuhan pelayanan publik berbasis e-Government melalui Perda No 4 Tahun 2012 Rencana Induk Pengembangan Electronic Government, sebagai dasar hukum pelaksanaan pengembangan e-Government di segenap lingkup Pemerintahan Kabupaten Banyumas. Penelitian ini bertujuan untuk mengetahui, memberikan gambaran dan menjelaskan proses pengembangan layanan e-Government yang dilaksanakan oleh Pemerintah Kabupaten Banyumas melalui website resmi Pemkab Banyumas www.banyumaskab.go.id. Metode penelitian kualitatif deskriptif dilakukan untuk melihat sejauh mana proses pengembangan e-Government di Kabupaten Banyumas berlangsung. Informan dalam penelitian ini didapat melalui purposive sampling, yaitu Kepala Seksi Telematika Dinhubkominfo, Staff Seksi Telematika Dinhubkominfo, Kabag Humas Setda Banyumas, dan pengguna layanan e-Government di Kabupaten Banyumas. Hasil penelitian mengungkapkan proses pengembangan e-Government memerlukan keterkaitan antara tiga aspek yang mempengaruhi keberhasilan e-Government yaitu, support, capacity, dan value. Aspek support sudah didukung oleh komitmen Pemkab Banyumas untuk mengembangkan e-Government melalui Perda No 4 Tahun 2012 Tentang Kebijakan dan Strategi Pengembangan Electronic Government di Kabupaten Banyumas. Aspek capacity belum sepenuhnya terpenuhi, terutama pada kapasitas SDM pengelola e-Government dan kapasitas struktur organisasi pada instansi pengelola e-Government. Aspek value dalam kemanfaatan website sudah dimanfaatkan sebagai sarana penghubung antar instansi di Kabupaten Banyumas melalui media e-Office dan sebagai media informasi yang dimanfaatkan oleh masyarakat pengguna website tersebut.

Inggris) | Public service requires a transformation of the public service manual to digital -based public services ( e -Government ) to achieve effectiveness and efficiency in the public service . Banyumas has been addressing the importance of needs -based public services through e -Government Regulation No. 4 of 2012 Master Plan for Development of Electronic Government , as the legal basis for the implementation of e-Government development in the entire scope of the Government of Banyumas. This study aims to determine , provide an overview and explains the process of the development of e-Government services are carried out by the Government through the official website Banyumas regency of Banyumas www.banyumaskab.go.id . Descriptive qualitative research methods to look at the extent to which the process of the development of e -Government in Banyumas underway . Informants in this study obtained through purposive sampling , this informan are Head Section Of Dinhubkominfo Telematics Section ,Dinhubkominfo Telematics Section Staff, Head of Public Relations Setda Banyumas , and users of e -Government services in Banyumas . The results of the study revealed the development of e -Government requires a link between the three aspects that affect the success of e -government , namely , support , capacity , and value . Aspects of support has been supported by the Banyumas regency commitment to develop an e -Government by Regulation No. 4 of 2012 on Policy and Strategy Development of Electronic Government in Banyumas . Aspects of capacity not being fully met , especially in the management of human resources capacity and the capacity of e -Government organizational structure in the management of e -Government agencies . Aspects value in usefulness website has been used as a means of liaison between agencies in Banyumas through the medium of e - Office and as a medium of information utilized by the community of users of the website. |
