Indonesia) | ABSTRAK Pers merupakan media komunikasi massa yang memiliki kebebasan dalam menyampaikan aspirasinya ,hal ini sesuai dengan amanat pasal 28 Undang – Undang Dasar Negara Republik Indonesia Tahun 1945, yaitu kemerdekaan berserikat dan berkumpul , mengeluarkan pikiran dengan lisan dan tulisan dan sebagainya ditetapkan dengan undang – undang . Hak untuk berserikat, berkumpul dan mengeluarkan pendapat ini diwujudkan dalam kemerdekaan pers sebagai pilar ke empat demokrasi. Kebebasan pers menjadi syarat mutlak agar pers secara optimal dapat melakukan peranannya.Pertumbuhan dan perkembangan masyarakat dewasa ini juga tidak terlepas dari pengaruh media massa. Artinya masyarakat sangat tergantung dengan kehadiran media yang mempunyai fungsi-fungsi untuk memenuhi kebutuhan masyarakat.Sebagai agen politik, media melakukan proses pengemasan pesan dan proses inilah yang sesungguhnya menyebabkan sebuah peristiwa atau aktor politik memiliki citra tertentu.Media massa itu sendiri harusnya bisa menjalankan perannya dengan baik sesuai dengan peranan yang terdapat dalam Undang – undang Nomor 40 Tahun 1999 Tentang Perssebagai media informasi, pendidikan dan kontrol sosial tidak semata – mata hanya menjalankan fungsinya sebagai lembaga ekonomi yang berorientasi pada nilai ekonomis belaka. | Abtrak (Bhs. Inggris) | ABSTRACT The press is mass communications which have the freedom in presenting the aspiration. The freedom conform with the mandate of Article 28 in 1945 constitution, that is the freedom of united and assemble, propose the thought verbally and in writing and others provided by the law. These rights are realized in the independence of press as the fourth pillar of democracy in Indonesia. The freedom of press is the absolute rules that needed by the press to perform their role optimally. Nowadays, the growth and the development of the society are really influenced by the press. It means the society very depend on the existence of the media with its functions to fulfill the society’s necessity. Media as the political agent do the message packaging process and such process actually is the cause when an event, incident, and politician have a certain image. The mass media itself should perform their role well as instructed in Act Number 40 1999 about Press. According to the act, the press as the information media, education, and social control should not run their function merely based on profit orientation.
