| Abstrak (Bhs. Indonesia) | Penelitian ini dilatarbelakangi oleh banyaknya warga Kota Cirebon yang belum memiliki akta kelahiran, hal itu dikarenakan kurangnya informasi yang didapatkan oleh masyarakat mengenai proses pembuatan akta kelahiran serta proses pembuatannya yang dianggap rumit oleh masyarakat. Tujuan penelitian ini adalah untuk mendeskripsikan proses implementasi Peraturan daerah Kota Cirebon Nomor 16 Tahun 2012 pada proses pembuatan akta kelahiran dan menilai tingkat kepatuhan pelaksana pada pedoman kebijakan. Metode Penelitian yang digunakan adalah metode kualitatif deskriptif, dengan teknik pemilihan informan purposive sampling dan teknik aksidental. Pengumpulan data dilakukan melalui wawancara mendalam, observasi, dan dokumentasi. Metode analisis yang digunakan adalah model analisis interaktif dari Milles dan Huberman dan keabsahan data diuji dengan triangulasi sumber. Hasil penelitian ini dapat disimpulkan bahwa implementasi Peraturan Daerah Kota Cirebon Nomor 16 Tahun 2012 telah dilaksanakan dengan cukup baik, hanya saja masih perlu perbaikan terutama dalam proses sosialisasi dan proses pelayanan. Dengan ditunjukkan oleh para pelaksana yang secara umum telah memiliki kepatuhan cukup baik pada pelaksanaan pembuatan akta kelahiran. Hal ini dibuktikan dengan kejelasan pelayanan yang diberikan kepada masyarakat, yaitu adanya kepastian waktu pembuatan akta kelahiran yaitu batas maksimal pelayanan selama 30 hari setelah semua persyaratan diterima dan dalam pembuatan akta kelahiran ini telah dibebaskan biaya. |

Inggris) | This research is taken due to so many people in Cirebon citys who do not possess a birth certificate, it is caused of less information for citizen about process of making birth certificate and also considered as a difficult proces. The purpose of this study was to describe the process of the implementation of Regulation Cirebon City area No. 16 of 2012 in particular on the process of the birth certificate and implementers the level of compliance to policy guidelines. The research method used was descriptive qualitative method, with the selection of informants purposive sampling technique and techniques accidental. Data was collected through in-depth interviews, observation, and documentation. The analytical method used is interactive model by Milles and Huberman and validity of the data was tested with triangulation. The results of this study it can be concluded that the implementation of the Regional Regulation No. 16 of 2012 Cirebon has been implemented quite well, it's just that still need improvement, especially in the socialization process and service process. With demonstrated by the implementers who generally had some pretty good adherence to the implementation of the birth certificate. This is evidenced by the clarity of service provided to the community, which is in the birth certificate has been released, and the certainty of future costs the birth certificate is a limit on the service for 30 days after all acceptable terms. |
