| Abstrak (Bhs. Indonesia) | Tujuan penelitian untuk memahami dan mendeskripsikan proses konflik politik perijinan rumah ibadat jemaat HKBP Filadelfia serta menjelaskan peran pemerintah. Sementara itu, landasan teori yang digunakan dalam penelitian ini yaitu teori multikulturalisme Bhiku Parekh, teori agama Zainal Abidin, teori kebijakan publik Charles L. Cohcran and Eloise F, dan teori konflik politik Dean G. Pruit dan Jeffrey Z. Rubin. Metode yang digunakkan dalam penelitian ini adalah metode penelitian kualitatif dengan pendekatan studi kasus. Berdasarkan hasil penelitian, perijinan rumah ibadah HKBP Filadelfia. Pertama, latent tension dalam melakukan perijinan rumah ibadah tidak sesuai prosedur sehingga terjadi kesalahpahaman. Kedua, nascent conflict dimana konflik mulai nampak dan terdapat pertentangan dengan terjadi penolakan masyarakat. Ketiga, intensified conflict konflik berkembang dalam bentuk yang terbuka disertai dengan radikalisasi gerakan FKUI serta terdapat konsentrasi massa yang terfokus pada aksi damai dan penolakan. Sehubungan dengan hal tersebut, terdapat peran pemerintah untuk menyusun agenda kebijakan dalam masalah perijinan rumah ibadah HKBP Filadelfia, lalu dibuat kebijakan yang mengupayakan agar kerukunan antara pihak berkonflik tetap terjaga. Kemudian kebijakan diimplementasikan melalui cara-cara musyawarah yang dilakukan oleh kepala desa Jejalen Jaya, camat Tambun Utara, pemerintah daerah Kab Bekasi, serta HKBP Filadelfia. Negara/pemerintah tidak dapat memposisikan perannya sebagai mediator konflik, justru menjadi bagian dari penyebab konflik, sehingga negara/pemerintah dikatakan gagal. |

Based on observation result, the permission of HKBP Filadelfia church. Frist, laten tension in doing e conflicting parties intact. Then the policy is implemented through the means of consultations carried out by the village head Jejalen Jaya, Camat North Tambun, Bekasi regency government, and HKBP Filadelfia. country or government can not reposition their role as mediators of conflict, thus becoming part of the causes of conflict, to the country or the government has failed to. |
