Abtrak (Bhs. Inggris)This thesis analyzes the effectiveness of Indonesian diplomacy in handling the repatriation of Indonesian citizens who were victims of scam centers in Myanmar during the political crisis of 2023–2025. Applying Geoffrey R. Berridge's negotiation process framework and a descriptive qualitative method, this research examines how Indonesian diplomacy was carried out through the prenegotiations, formula, and details stages. Secondary data were drawn from
official government documents, international organization reports, and scholarly publications, and were analyzed at the system level to account for the influence of Myanmar's post-2021 coup instability, the involvement of non-state actors, and the roles of Thailand, ASEAN, IOM, and UNODC. The findings show that the Indonesian government was able to establish communication and gain access to its citizens in Myawaddy, form a transfer framework through the Myawaddy–Mae Sot route with Thailand as a transit country, and translate it into technical arrangements such as identification, health and immigration checks, the National Referral Mechanism (NRM), transportation, and flights to Indonesia. Indonesian diplomacy is therefore assessed as effective in terms of process and outcomes, although it remains gradual and adaptive and has not fully resolved the repatriation problem due to conflict, limited territorial access, and the complexity of actors in Myanmar.
