| Abstrak (Bhs. Indonesia) | Penelitian ini mengkaji dinamika keterwakilan perempuan di Dewan Perwakilan Rakyat Republik Indonesia (DPR RI) lintas periode (2014, 2019, dan 2024) guna mengevaluasi sejauh mana realisasi politik inklusif telah terwujud. Meskipun implementasi kebijakan kuota pencalonan 30 persen berhasil mendongkrak representasi perempuan hingga mencapai angka tertinggi 21,9 persen pada Pemilu 2024, proporsi perempuan di tingkat pimpinan Alat Kelengkapan Dewan (AKD) tetap stagnan dan timpang. Menggunakan metode kualitatif deskriptif-analitis berbasis data sekunder, penelitian ini membedah fenomena tersebut melalui dua pisau analisis utama: teori empat dimensi representasi Hannah Pitkin dan Institusionalisme Pilihan Rasional (Rational Choice Institutionalism). Hasil analisis menunjukkan adanya keterputusan linieritas representasi; capaian pada representasi formalistik, deskriptif, dan simbolik secara empiris gagal bertransformasi menjadi representasi substantif. Kegagalan inklusivitas ini bukan sekadar kelemahan kultural, melainkan hasil dari kalkulasi strategis elite partai politik berupa strategi kepatuhan minimal (minimal compliance) yang mengeksploitasi celah hukum antara zipper system dan sistem proporsional terbuka. Dominasi faksi mayoritas secara rasional memarjinalkan politisi perempuan ke komisi-komisi bernuansa "perawatan" sebagai bentuk konsesi simbolik. Di sisi lain, momentum representasi simbolik dan intervensi yudisial melalui Putusan Mahkamah Konstitusi Nomor 169/PUU-XXII/2024 menjadi faktor pendukung krusial yang secara paksa mengubah "aturan main" kelembagaan, mengubah pemenuhan representasi substantif dari sekadar opsi pragmatis menjadi kewajiban yuridis demi tegaknya demokrasi inklusif. |

Inggris) | This research examines the dynamics of women's representation in the House of Representatives of the Republic of Indonesia (DPR RI) across three periods (2014, 2019, and 2024) to evaluate the extent to which inclusive politics has been realized. Although the implementation of the 30 percent candidacy quota successfully boosted women's representation to a record high of 21.9 percent in the 2024 General Election, the proportion of women in the leadership of Parliamentary Bodies (AKD) remains stagnant and unequal. Employing a descriptive-analytical qualitative method based on secondary data, this study dissects the phenomenon through two main analytical frameworks: Hannah Pitkin's four dimensions of representation and Rational Choice Institutionalism. The analysis indicates a disconnection in the linearity of representation; achievements in formalistic, descriptive, and symbolic representation have empirically failed to transform into substantive representation. This failure of inclusivity is not merely a cultural shortcoming, but rather the result of strategic calculations by political party elites in the form of a minimal compliance strategy, which exploits legal loopholes between the zipper system and the open-list proportional representation system. The dominance of majority factions rationally marginalizes female politicians into "care-oriented" committees as a form of symbolic concession. On the other hand, the momentum of symbolic representation and judicial intervention through the Constitutional Court Decision Number 169/PUU-XXII/2024 serve as crucial supporting factors that forcefully alter the institutional "rules of the game", transforming the fulfillment of substantive representation from a mere pragmatic option into a juridical obligation for the sake of upholding an inclusive democracy. |
