| Abstrak (Bhs. Indonesia) | Penambahan masa jabatan kepala desa disahkan melalui Undang-Undang Nomor 3 Tahun 2024. Penelitian ini bertujuan untuk menganalisis implementasi short run dalam penambahan masa jabatan kepala desa dalam Undang-Undang Nomor 3 tahun 2024 tentang perubahan kedua atas Undang Undang Nomor 6 tahun 2014 tentang Desa. Metode penelitian menggunakan teknik studi literatur dan jenis penelitian kualitatif. Hasil temuan menunjukkan bahwa Undang-Undang Nomor 3 tahun 2024 memberikan perpanjangan masa jabatan kepala desa dari 6 tahun menjadi 8 tahun, dengan maksimal menjabat 2 periode baik berurutan ataupun berseling. Implementasi kebijakan berlangsung setelah revisi Undang Undang yang muncul dari tuntutan perpanjangan masa jabatan oleh kepala desa. Berdasarkan perspektif short run UU Nomor 3 tahun 2024 telah memberikan perubahan aturan masa jabatan dengan cepat, namun penerapannya masih dihadapkan sejumlah permasalahan selama peralihan juga kepastian hukum. Permasalahan adanya tuntutan kepala desa untuk memperpanjang masa jabatan yang dilakukan organisasi, dalam permasalahan tersebut terjadi karena masa jabatan selama 6 tahun masih mengalami hambatan yaitu terkait dengan pembangunan desa. Tantangan diberlakunya UU dalam short run seperti penyesuaian administatif dan masalah kepastian dalam masa peralihan. Keberhasilan jangka pendek ini tidak mutlak ditentukan oleh UU yang berhasil disahkan namun juga perlu adanya kesiapan dari pemerintah daerah sehingga dapat menjalankan aturan dengan konsisten sesuai ketentuan yang ditetapkan. Perpanjangan masa jabatan kepala desa ini diharapkan menjadi upaya yang tepat dalam mendukung pembangunan desa secara berkelanjutan dan mendukung stabilitas pemerintahan desa. |
| Abtrak (Bhs. Inggris) | The addition of the term of office of the village head was ratified through Law Number 3 of 2024. This study aims to analyze the implementation of short run in the addition of the term of office of village heads in Law Number 3 of 2024 concerning the second amendment to Law Number 6 of 2014 concerning Villages. The research method uses literature study techniques and qualitative research types. The findings show that Law Number 3 of 2024 provides an extension of the term of office of village heads from 6 years to 8 years, with a maximum of 2 consecutive or alternating terms. The implementation of the policy took place after the revision of the Law which arose from the demand for an extension of the term of office by the village head. Based on a short-run perspective, Law Number 3 of 2024 has provided rapid changes to the term of office, but its implementation is still faced with a number of problems during the transition as well as legal certainty. The problem of the demand of the village head to extend the term of office carried out by the organization, in this problem occurs because the term of office for 6 years is still experiencing obstacles, namely related to village development. The challenges of enacting the law in the short run such as administrative adjustments and certainty problems in the transition period. The short-term success of this is not absolutely determined by the law that has been successfully passed, but it also requires readiness from the local government so that it can implement the rules consistently according to the stipulated provisions. The extension of the term of office of the village head is expected to be the right effort in supporting sustainable village development and supporting the stability of village government. |
