Abstrak (Bhs. Indonesia)Data Tunggal Sosial Ekonomi Nasional (DTSEN) menjadi dasar dalam menentukan kelayakan penerima bantuan iuran, bertujuan untuk meningkatkan ketepatan sasaran. Dalam implementasinya, pendekatan berbasis data memunculkan persoalan ekslusi sosial, terutama untuk kelompok miskin yang kehilangan akses layanan kesehatan. Artikel ini bertujuan menganalisis dinamika politik redistribusi dalam Keputusan Menteri Sosial Nomor 80 Tahun 2025 terkait penonaktifan dan penetapan ulang peserta penerima bantuan iuran dalam kebijakan jaminan kesehatan nasional di Kabupaten Banyumas. Artikel ini didasarkan pada penelitian dengan metode kualitatif dan pendekatan studi kasus, Kabupaten Banyumas sebagai salah satu daerah dengan tingkat kepesertaan dan keaktifan peserta mendekati Universal Health Coverage, tetapi mengalami penonaktifan peserta yang tinggi. Pengumpulan data dilakukan melalui wawancara mendalam dengan aktor pemerintah daerah, BPJS Kesehatan, serta masyarakat terdampak, observasi, dan analisis dokumentasi. Hasil penelitian menunjukan bahwa pertama, DTSEN bukan sekedar instrumen administratif, tetapi instrumen politik redistribusi kesejahteraan yang menentukan distribusi perlindungan sosial. Kedua, penonaktifan kepesertaan penerima bantuan iuran jaminan kesehatan nasional menimbulkan berbagai persoalan inklusi sosial berupa keterbatasan akses layanan kesehatan, lemahnya transparansi informasi, dan ketergantungan masyarakat pada mekanisme pembiayaan daerah melalui skema Universal Health Coverage (UHC). Meskipun Pemerintah Kabupaten Banyumas melakukan adaptasi kebijakan untuk menjaga akses layanan kesehatan masyarakat terdampak, upaya tersebut belum sepenuhnya menyelesaikan persoalan struktural dalam tata kelola kesejahteraan berbasis data. Artikel ini menegaskan bahwa kebijakan redistribusi kesejahteraan menghasilkan eksklusi sosial berbasis data kesejahteraan dan memerlukan mekanisme verifikasi yang adil dan transparan.

Inggris)National Single Social and Economic Data (DTSEN) serves as a basis for determining eligibility for contribution assistance beneficiaries, with the aim of improving the accuracy and effectiveness of social welfare distribution. However, the implementation of data-driven welfare policies may generate social exclusion, particularly among vulnerable and low-income groups who experience the loss of access to public services. This study aims to analyze the political dynamics of welfare redistribution in the implementation of Minister of Social Affairs Decree No. 80 of 2025 concerning the deactivation and re-determination of beneficiaries of the National Health Insurance Contribution Assistance (PBI JKN) in Banyumas Regency. Using a qualitative method and a case study approach, this study examines Banyumas Regency as a region with a high level of National Health Insurance coverage and active participation approaching Universal Health Coverage (UHC), yet experiencing a significant number of participant deactivations. Data were collected through in-depth interviews with local government actors, Social Security Agency for Health, and affected communities, complemented by observation and document analysis. The findings indicate that, first, DTSEN functions not merely as an administrative instrument but also as a political instrument of welfare redistribution that shapes the allocation of social protection and determines who is included in or excluded from state welfare programs. Second, the deactivation of PBI JKN participants generates social exclusion through limited access to health services, inadequate transparency of information, and increased dependence on local government financing mechanisms through the UHC scheme. Although the Banyumas Regency Government has adapted its policies to maintain access to health services for affected communities, these measures have not fully addressed the structural problems of data-driven welfare governance. This study argues that welfare redistribution policies based on socio-economic data can produce forms of data-driven social exclusion and therefore require fair, transparent, and accountable verification mechanisms to ensure more equitable distribution of social protection.
