| Abstrak (Bhs. Indonesia) | Penelitian ini membahas persekusi pers dan kemunduran demokrasi di Filipina selama masa kepemimpinan Presiden Gloria Macapagal Arroyo (2001–2010). Dalam beberapa studi, banyak yang mengatakan bahwa pers adalah pilar keempat demokrasi, di luar tiga cabang utamanya yaitu eksekutif, legislatif, dan yudikatif, peran mereka merupakan watchdog dari ketiga pilar tersebut. Kebebasan pers, merupakan bagian dari dimensi kebebasan sipil dalam demokrasi, mengalami kemunduran signifikan pada periode ini, ditandai penurunan status Filipina dari free menjadi partly free menurut Freedom House sejak 2004, serta meningkatnya angka pembunuhan jurnalis akibat pekerjaanya, dengan puncaknya pada pembantaian Maguindanao 2009. Kondisi tersebut diperparah oleh lemahnya penegakan hukum yang menciptakan budaya impunitas bagi pelaku kekerasan. Dengan menggunakan teori democratic backsliding (Bermeo) serta media capture (Stiglitz). Penelitian ini menemukan bahwa pembiaran negara terhadap kekerasan pers menjadi salah satu bentuk pelemahan checks yang berlangsung secara bertahap dan sistematis. Sekaligus menunjukkan bagaimana “penguasaan media” oleh elite politik dan oligarki lokal tidak selamanya memiliki arti kepemilikan sebuah perusahaan, tapi bisa juga untuk menyebarkan rasa takut, intimidasi dan kekerasan untuk membungkam pers yang dianggap mengancam kepentingan mereka. |
| Abtrak (Bhs. Inggris) | This study examines the persecution of the press and the decline of democracy in the Philippines during the presidency of Gloria Macapagal Arroyo (2001–2010). Many studies have described the press as the fourth pillar of democracy, distinct from the three main branches—the executive, legislative, and judicial—and its role as a watchdog over these three pillars. Press freedom, a component of civil liberties in a democracy, experienced a significant decline during this period, marked by the Philippines’ downgrade from “free” to “partly free” by Freedom House starting in 2004, as well as a rise in the number of journalists killed in the line of duty, culminating in the 2009 Maguindanao massacre. This situation has been exacerbated by weak law enforcement, which has fostered a culture of impunity for perpetrators of violence. Drawing on the theories of “democratic backsliding” (Bermeo) and “media capture” (Stiglitz), This study finds that the state’s tolerance of violence against the press constitutes a form of gradual and systematic erosion of checks and balances. It also demonstrates how “media capture” by political elites and local oligarchs does not necessarily mean ownership of a media company, but can also involve the use of fear, intimidation, and violence to silence the press deemed a threat to their interests. |
