| Abstrak (Bhs. Indonesia) | Implementasi e-government melalui Sistem Informasi Manajemen Bangunan Gedung (SIMBG) di Kabupaten Kebumen bertujuan mempercepat layanan Persetujuan Bangunan Gedung (PBG) sesuai amanat PP No. 16 Tahun 2021. Namun, tantangan operasional berupa penumpukan pengajuan (backlog) dan ketidakpastian durasi layanan masih menjadi kendala aktual di lapangan. Penelitian ini bertujuan untuk mengkaji prosedur pelayanan aktual, mengidentifikasi hambatan durasi, serta menganalisis kesesuaian manajemen jadwal SIMBG dengan standar internasional Project Management Body of Knowledge (PMBOK) Edisi ke-6. Metodologi yang digunakan adalah pendekatan kualitatif dengan strategi studi kasus tunggal. Data dikumpulkan melalui observasi partisipatif selama 40 hari kerja sebagai operator SIMBG, wawancara mendalam dengan pihak internal dinas teknis (Kepala Bidang, Pengawas, Operator), Tim Profesi Ahli (TPA), dan pemohon, serta studi dokumen layanan. Analisis data menerapkan model interaktif Miles dan Huberman yang mencakup reduksi data, coding berbasis enam proses Project Schedule Management, hingga gap analysis. Hasil penelitian menunjukkan adanya diskrepansi signifikan antara praktik lapangan dengan standar PMBOK. Ditemukan fenomena "reset waktu" pada setiap revisi dokumen yang merusak stabilitas schedule baseline serta munculnya "aktivitas bayangan" melalui koordinasi informal WhatsApp dan Excel yang tidak terekam dalam audit trail sistem resmi. Tahapan Sidang TPA diidentifikasi sebagai tahapan kritis karena memiliki varians waktu terbesar akibat hambatan sinkronisasi jadwal tenaga ahli luar daerah. Strategi perbaikan yang direkomendasikan meliputi stabilisasi kebijakan durasi revisi, pengembangan fitur Digital Markup, integrasi kalender penugasan TPA, serta automasi pengawasan melalui Early Warning System (EWS) guna mencapai target layanan 28 hari kerja secara akuntabel.

Inggris) | The implementation of e-government through the Building Management Information System (SIMBG) in Kebumen Regency aims to accelerate Building Approval (PBG) services as mandated by Government Regulation No. 16 of 2021. However, operational challenges such as application backlogs and uncertainty in service duration remain significant field obstacles. This study aims to examine actual service procedures, identify duration-related barriers, and analyze the alignment of SIMBG schedule management with the Project Management Body of Knowledge (PMBOK) 6th Edition international standards. The methodology employed is a qualitative approach with a single case study strategy. Data were collected through participatory observation for 40 working days as a SIMBG operator, in-depth interviews with internal technical department stakeholders (Head of Division, Supervisors, Operators), the Professional Expert Team (TPA), and applicants, as well as service document studies. Data analysis utilized the Miles and Huberman interactive model, covering data reduction, coding based on the six processes of Project Schedule Management, and gap analysis. The results indicate significant discrepancies between field practices and PMBOK standards. Key findings include the "time reset" phenomenon during document revisions, which destabilizes the schedule baseline, and the emergence of "shadow activities" through informal WhatsApp and Excel coordination not captured in the official system's audit trail. The TPA Session is identified as a critical stage due to its large time variance caused by out-of-town expert scheduling hurdles. Recommended improvement strategies include stabilizing revision duration policies, developing Digital Markup features, integrating TPA assignment calendars, and automating oversight through an Early Warning System (EWS) to accountably achieve the 28-working-day target.. |
