Abstrak (Bhs. Indonesia)Evaluasi walkability di kawasan kampus seringkali menghasilkan kesimpulan bias akibat ketergantungan absolut pada audit fisik normatif. Penelitian ini bertujuan untuk mengevaluasi kinerja infrastruktur pejalan kaki, memodelkan probabilitas peralihan moda, serta merumuskan strategi intervensi spasial di Klaster Pusat Universitas Jenderal Soedirman. Metodologi yang digunakan adalah pendekatan hibrida terintegrasi, meliputi audit Indeks Kondisi Berjalan (IKB), Indeks Persepsi pengguna, pemodelan probabilitas Regresi Logistik Biner, serta penentuan prioritas penanganan menggunakan pembobotan Instrument-Density Weighting. Hasil evaluasi agregat menunjukkan infrastruktur eksisting berada pada Kategori Kurang Baik (Skor IKB 46,5). Analisis regresi membuktikan secara empiris bahwa utilitas pergerakan pejalan kaki eksisting tidak merespons kelayakan fisik dasar infrastruktur, melainkan didikte secara tunggal oleh parameter Fasilitas Pendukung (X2). Simulasi sensitivitas mengestimasikan bahwa optimalisasi amenitas melalui skenario agresif berpeluang merekayasa lonjakan probabilitas peralihan moda hingga batas maksimal 85,0% (margin +21,6%). Portofolio rekomendasi dikonstruksi ke dalam kerangka Transport Demand Management (TDM), yang menjustifikasi bahwa prioritas investasi pengadaan amenitas (Pull Strategy) wajib diiringi dengan kebijakan disinsentif mekanis pembatasan pergerakan kendaraan bermotor (Push Strategy) untuk mencapai efektivitas peralihan moda yang presisi.
Abtrak (Bhs. Inggris)Walkability evaluations on university campuses frequently yield biased conclusions due to an absolute reliance on normative physical audits. This study aims to evaluate pedestrian infrastructure performance, model the probability of modal shift, and formulate spatial intervention strategies within the Central Cluster of Universitas Jenderal Soedirman. The methodology employs an integrated hybrid approach, encompassing the Walkability Index (IKB) audit, user Perception Index, Binary Logistic Regression probability modeling, and handling priority determination using Instrument-Density Weighting. The aggregate evaluation indicates that the existing infrastructure falls into the Poor Category (IKB Score 46.5). Regression analysis empirically proves that existing pedestrian movement utility does not respond to basic infrastructure adequacy, but is singularly dictated by the Supporting Facilities parameter (X2). Sensitivity simulations estimate that amenity optimization through an aggressive scenario has the potential to engineer a surge in modal shift probability up to a maximum limit of 85.0% (+21.6% margin). The recommendation portfolio is constructed within the Transport Demand Management (TDM) framework, justifying that physical investment priorities in amenity provision (Pull Strategy) must be rigorously coupled with mechanical disincentive policies restricting motorized vehicle movement (Push Strategy) to achieve a precise and measurable modal shift.
