| Abstrak (Bhs. Indonesia) | Rekapitulasi suara berbasis elektronik pada Pemilihan Umum 2024 di Kabupaten Banyumas menghadapi kompleksitas tinggi. Penelitian ini bertujuan mendeskripsikan penerapan e-government melalui sistem rekapitulasi berbasis elektronik pada Pemilihan umum 2024 di Komisi Pemilihan Umum Kabupaten Banyumas berdasarkan elemen sukses e-government: dukungan, kapasitas, dan nilai. Penelitian ini menggunakan pendekatan kualitatif deskriptif dan dilakukan di Komisi Pemilihan Umum Kabupaten Banyumas dengan sasaran pihak-pihak yang terlibat dalam rekapitulasi suara berbasis elektronik pada Pemilu 2024, baik dari sisi teknis operasional maupun kebijakan. Informan dipilih melalui purposive sampling. Data primer diperoleh melalui wawancara, sedangkan data sekunder melalui observasi dan dokumentasi. Analisis data menggunakan model interaktif Miles, Huberman, dan Saldana serta diuji melalui triangulasi sumber dan teknik. Hasil penelitian menunjukkan bahwa dukungan telah berjalan melalui komunikasi dan bimbingan teknis, meskipun bimbingan teknis belum sepenuhnya kondusif di tingkat KPPS. Kapasitas relatif memadai dari sisi jaringan, dan perangkat, namun masih terdapat kendala teknis, rekrutmen SDM, serta alokasi anggaran. Pada aspek nilai, transparansi dan efisiensi belum optimal, tetapi monitoring dan akses data real time telah dirasakan. Dapat disimpulkan bahwa penerapan SIREKAP cukup baik, namun belum optimal. |

| Abtrak (Bhs. Inggris) | The electronic-based vote recapitulation in the 2024 General Election in Banyumas Regency faced high complexity. This study aims to describe the implementation of e-government through an electronic-based recapitulation system in the 2024 General Election at the Banyumas Regency General Election Commission, based on the key elements of e-government success: support, capacity, and value. This research employs a descriptive qualitative approach and was conducted at the General Election Commission of Banyumas Regency, targeting parties involved in the electronic vote recapitulation process in the 2024 General Election, both in terms of technical operations and policy. Informants were selected through purposive sampling. Primary data were obtained through interviews, while secondary data were collected through observation and documentation. Data were analyzed using the interactive model of Miles, Huberman, and Saldana and validated through source and technique triangulation. The results show that support has been implemented through communication and technical guidance, although the technical guidance has not been fully conducive at the KPPS level. Capacity is relatively adequate in terms of network and equipment; however, technical issues, human resource recruitment, and budget allocation remain challenges. In terms of value, transparency and efficiency are not yet optimal, although monitoring and real-time data access have been achieved. It can be concluded that the implementation of SIREKAP is fairly good, but not yet optimal. |
