| Abstrak (Bhs. Indonesia) | Dominasi dolar Amerika Serikat (AS) sebagai mata uang utama dalam sistem keuangan internasional telah lama menjadi fondasi hegemoni ekonomi AS. Namun, meningkatnya volatilitas global, penggunaan sanksi finansial, dan ketergantungan struktural terhadap dolar mendorong negara-negara untuk mencari alternatif mekanisme transaksi lintas batas. Di kawasan Asia Tenggara, respons tersebut tercermin melalui pengembangan skema Local Currency Settlement (LCS) oleh negara-negara ASEAN. Artikel ini menganalisis dedolarisasi melalui penggunaan mata uang lokal di ASEAN sebagai bentuk penyesuaian strategis terhadap dominasi dolar AS dengan menggunakan kerangka Political Economy Analysis (PEA). Penelitian ini menggunakan metode kualitatif deskriptif berbasis studi kepustakaan terhadap dokumen kebijakan, laporan statistik internasional, dan literatur akademik pada periode 2018–2026. Analisis dilakukan melalui tiga dimensi PEA: (1)foundational features yang mengkaji posisi struktural dolar dalam perdagangan ASEAN; (2)rules of the game yang membahas perubahan kelembagaan melalui mekanisme LCS; (3) stakeholders and power yang menelaah peran aktor dan dinamika kekuasaan dalam proses dedolarisasi. Temuan penelitian menunjukkan bahwa LCS berfungsi sebagai mekanisme institusional yang secara bertahap mengurangi ketergantungan terhadap dolar tanpa menantang hegemoni AS secara langsung. Dedolarisasi di ASEAN bersifat gradual dan mencerminkan strategi soft balancing yang bertujuan memperluas otonomi moneter regional sambil mempertahankan stabilitas sistem keuangan. Studi ini berkontribusi pada kajian ekonomi politik internasional dengan menunjukkan bahwa dedolarisasi di ASEAN lebih tepat dipahami sebagai proses penyesuaian struktural daripada pergeseran hegemoni global secara drastis |

| Abtrak (Bhs. Inggris) | The dominance of the United States (US) dollar as the primary currency in the international financial system has long served as a foundation of US economic hegemony. However, rising global volatility, the increased use of financial sanctions, and structural dependence on the dollar have encouraged states to explore alternative cross-border transaction mechanisms. In Southeast Asia, this response has materialised through the development of the Local Currency Settlement (LCS) framework within ASEAN. This article examines dedollarisation through the use of local currencies in ASEAN as a strategic adjustment to US dollar dominance using a Political Economy Analysis (PEA) framework. Employing a qualitative descriptive method based on library research, this study analyses policy documents, international statistical reports, and academic literature from 2018 to 2026. The analysis is structured around three PEA dimensions: foundational features, which assess the structural position of the dollar in ASEAN trade; rules of the game, which examine institutional changes introduced by the LCS mechanism; and stakeholders and power, which explore actor dynamics and power relations in the dedollarisation process. The findings indicate that LCS functions as an institutional mechanism that gradually reduces reliance on the US dollar without directly challenging US hegemony. Dedollarisation in ASEAN is incremental in nature and reflects a soft balancing strategy aimed at expanding regional monetary autonomy while preserving financial stability. This study contributes to the international political economy literature by demonstrating that ASEAN’s dedollarisation represents a form of structural adjustment rather than a radical shift in the global monetary order. |
