| Abstrak (Bhs. Indonesia) | Latar Belakang: Maraknya praktik Korupsi, Kolusi, dan Nepotisme (KKN) di Indonesia yang tercermin dari Indeks Persepsi Korupsi 2024 dengan skor 37 dari 100 menunjukkan perlunya penguatan reformasi birokrasi melalui pembangunan Zona Integritas (ZI) menuju Wilayah Bebas Korupsi (WBK). Fakultas Ilmu Sosial dan Ilmu Politik Universitas Jenderal Soedirman (FISIP Unsoed) merupakan fakultas pertama di Unsoed yang mengimplementasikan Zona Integritas sejak tahun 2021, namun belum memperoleh predikat WBK secara resmi. Tujuan: Penelitian ini bertujuan mendeskripsikan implementasi Zona Integritas menuju WBK di FISIP Unsoed menggunakan teori implementasi kebijakan Ripley dan Franklin. Metode: Penelitian ini menggunakan metode kualitatif deskriptif dengan teknik purposive sampling melibatkan ketua Zona Integritas, tim Zona Integritas, dosen, tenaga kependidikan, dan mahasiswa. Data dikumpulkan melalui wawancara, observasi, dan dokumentasi, kemudian dianalisis menggunakan metode interaktif Miles dan Huberman. Hasil: Hasil penelitian menunjukkan bahwa pada aspek Compliance (kepatuhan), implementor telah menunjukkan kepatuhan terhadap nilai-nilai Zona Integritas dengan penurunan praktik gratifikasi hingga 95% dan penerapan SOP pelayanan, meskipun pemahaman terhadap prosedur dan standar belum merata. Pada aspek What’s Happening (apa yang terjadi), implementasi melibatkan banyak aktor dengan koordinasi yang masih perlu ditingkatkan, dukungan anggaran terbatas, infrastruktur memadai namun perlu optimalisasi, serta sosialisasi yang belum menjangkau seluruh lapisan sivitas akademika. Kesimpulan: Implementasi Zona Integritas di FISIP Unsoed telah menunjukkan progres positif meskipun masih terdapat tantangan dalam pemerataan pemahaman, koordinasi antar aktor, keterbatasan anggaran, dan jangkauan sosialisasi yang perlu diperbaiki untuk mencapai predikat WBK. |

Inggris) | Background: The rise of Corruption, Collusion, and Nepotism (KKN) practices in Indonesia, as reflected in the 2024 Corruption Perception Index with a score of 37 out of 100, shows the need to strengthen bureaucratic reform through the development of Integrity Zones (ZI) towards Corruption-Free Areas (WBK). The Faculty of Social and Political Sciences, Universitas Jenderal Soedirman (FISIP Unsoed) is the first faculty at Unsoed to implement the Integrity Zone since 2021, but has not received the WBK title officially. Objective: This study aims to describe the implementation of the Integrity Zone towards WBK at FISIP Unsoed using the theory of policy implementation of Ripley and Franklin. Methods: This study used a descriptive qualitative method with purposive sampling techniques involving the head of the Integrity Zone, the Integrity Zone team, lecturers, education staff, and students. Data was collected through interviews, observations, and documentation, then analyzed using Miles and Huberman's interactive methods. Results: The results of the study show that in the Compliance aspect, the implementer has shown compliance with the values of the Integrity Zone by reducing gratuity practices by up to 95% and implementing service SOPs, even though the understanding of procedures and standards is not even. In the What's Happening aspect, the implementation involves many actors with coordination that still needs to be improved, limited budget support, adequate infrastructure but needs optimization, and socialization that has not reached all levels of the academic community. Conclusion: The implementation of the Integrity Zone at FISIP Unsoed has shown positive progress even though there are still challenges in equitable understanding, coordination between actors, budget limitations, and the reach of socialization that need to be improved to achieve the WBK predicate. |
