| Abstrak (Bhs. Indonesia) | Perum BULOG Kantor Cabang Surakarta memiliki peran strategis dalam menjaga stabilitas pangan melalui distribusi beras Stabilisasi Pasokan dan Harga Pangan (SPHP). Namun, fluktuasi permintaan dan kompleksitas logistik sering kali menghambat efektivitas distribusi. Penelitian ini bertujuan untuk mengukur kinerja operasional rantai pasok beras SPHP dan merumuskan strategi perbaikan prioritas menggunakan integrasi model Supply Chain Operations Reference (SCOR) versi 12.0 dan Analytical Hierarchy Process (AHP). Pengukuran kinerja dilakukan pada lima atribut utama: Reliability, Responsiveness, Agility, Cost, dan Asset Management. Data dikumpulkan melalui observasi lapangan dan wawancara mendalam dengan enam informan kunci manajerial. Hasil penelitian menunjukkan bahwa atribut Reliability memiliki performa paling stabil, namun atribut Responsiveness mencatatkan kinerja terendah. Analisis kesenjangan (gap analysis) mengidentifikasi indikator waktu siklus pemenuhan pesanan (cycle time) sebagai titik kritis dengan nilai kesenjangan sebesar -1,17 (kategori tidak efektif). Hasil sintesis AHP menetapkan Strategi Penetapan Rute Alternatif dan Penyesuaian Volume Distribusi sebagai prioritas utama untuk mengatasi hambatan distribusi. Implementasi strategi ini, yang didukung oleh optimalisasi Warehouse Management System (WMS) modular, diproyeksikan dapat mengubah pola distribusi dari statis menjadi dinamis guna meningkatkan responsivitas perusahaan terhadap kebutuhan pasar. |

| Abtrak (Bhs. Inggris) | Perum BULOG Surakarta Branch Office plays a strategic role in maintaining food stability through the distribution of Supply and Price Stabilization (SPHP) rice. However, demand fluctuations and logistical complexities often hinder distribution effectiveness. This study aims to measure the operational performance of the SPHP rice supply chain and formulate priority improvement strategies by integrating the Supply Chain Operations Reference (SCOR) model version 12.0 and the Analytical Hierarchy Process (AHP). Performance measurement was conducted across five core attributes: Reliability, Responsiveness, Agility, Cost, and Asset Management. Data were gathered through field observations and in-depth interviews with six key managerial informants. The results indicate that the Reliability attribute shows the most stable performance, while Responsiveness recorded the lowest. Gap analysis identified the order fulfillment cycle time as a critical bottleneck with a gap score of -1.17 (categorized as ineffective). The AHP synthesis established the Alternative Route Setting and Distribution Volume Adjustment Strategy as the top priority to overcome distribution barriers. Implementing this strategy, supported by modular Warehouse Management System (WMS) optimization, is projected to transform distribution patterns from static to dynamic, thereby enhancing the company's responsiveness to market demands. |
