Abstrak (Bhs. Indonesia)Penelitian ini bertujuan untuk menganalisis pengaruh kualitas institusi terhadap arus Foreign Direct Investment (FDI) di negara-negara ASEAN pasca Krisis Keuangan Asia 1997–1998. Krisis tersebut tidak hanya menimbulkan kontraksi ekonomi yang signifikan, tetapi juga mengungkap kelemahan tata kelola, termasuk rendahnya efektivitas pemerintah, lemahnya supremasi hukum, serta tingginya tingkat korupsi. Penelitian ini menggunakan enam indikator Worldwide Governance Indicators (WGI), yaitu Voice and Accountability, Political Stability and Absence of Violence/Terrorism, Government Effectiveness, Regulatory Quality, Rule of Law, dan Control of Corruption sebagai variabel independen. Data panel sepuluh negara ASEAN periode 1998–2023 dianalisis menggunakan metode Fixed Effects Model (FEM) dan Feasible Generalized Least Squares (FGLS).
Hasil penelitian menunjukkan bahwa Political Stability, Regulatory Quality, dan Control of Corruption berpengaruh positif dan signifikan terhadap FDI inflows. Sebaliknya, Voice and Accountability serta Government Effectiveness berpengaruh negatif signifikan terhadap FDI. Sementara itu, Rule of Law tidak menunjukkan pengaruh signifikan secara parsial. Secara simultan, seluruh indikator WGI berpengaruh signifikan terhadap FDI inflows. Temuan ini mengindikasikan bahwa kualitas institusi berperan penting dalam menarik investasi asing, namun efek masing-masing dimensi tata kelola berbeda-beda di kawasan ASEAN.
Abtrak (Bhs. Inggris)This study aims to examine the impact of institutional quality on Foreign Direct Investment (FDI) inflows in ASEAN countries following the 1997–1998 Asian Financial Crisis. The crisis not only caused severe economic contraction but also exposed weaknesses in governance, including ineffective public administration, weak rule of law, and high levels of corruption. This research employs six dimensions of the Worldwide Governance Indicators (WGI): Voice and Accountability, Political Stability and Absence of Violence/Terrorism, Government Effectiveness, Regulatory Quality, Rule of Law, and Control of Corruption as independent variables. Panel data from ten ASEAN countries over the period 1998–2023 are analyzed using the Fixed Effects Model (FEM) and Feasible Generalized Least Squares (FGLS). The findings indicate that Political Stability, Regulatory Quality, and Control of Corruption have a positive and significant effect on FDI inflows. In contrast, Voice and Accountability and Government Effectiveness show a significant negative effect on FDI. Meanwhile, Rule of Law does not exhibit a statistically significant partial effect. Simultaneously, all WGI indicators significantly influence FDI inflows. These results suggest that institutional quality plays a crucial role in attracting foreign investment, although the impact of each governance dimension varies across ASEAN countries.
