Indonesia) | Sistem perparkiran di Kabupaten Banyumas menghadapi persoalan kompleks seperti maraknya parkir liar, ketidaksesuaian tarif dengan regulasi, serta kebocoran retribusi yang menyebabkan pendapatan daerah tidak mencapai target.Penelitian ini bertujuan menganalisis implementasi kebijakan perparkiran dalam perspektif ekonomi politik dengan menyoroti distribusi sumber daya, kepentingan aktor, serta kontribusinya terhadap Pendapatan Asli Daerah. Metode yang digunakan adalah kualitatif deskriptif melalui wawancara mendalam, observasi lapangan, dan studi dokumentasi dengan pemilihan informan secara purposive sampling. Teori kelembagaan Douglas Cecil North digunakan untuk memahami dinamika institusi formal dan informal dalam penyelenggaraan perparkiran. Hasil penelitian menunjukkan bahwa implikasi dan pelaksanaan kebijakan belum optimal akibat lemahnya pengawasan, perbedaan kepentingan antar aktor, serta praktik informal seperti ketidakpatuhan juru parkir dalam penyetoran retribusi. Masyarakat juga mengalami beban tarif yang tidak sesuai aturan, sementara pemerintah daerah menghadapi keterbatasan sumber daya dalam pengawasan.Penelitian ini menyimpulkan bahwa keberhasilan kebijakan perparkiran di Banyumas sangat dipengaruhi oleh kapasitas kelembagaan, transparansi ekonomi, serta legitimasi politik. Reformasi tata kelola, peningkatan pengawasan, dan perbaikan mekanisme kerja sama diperlukan untuk memaksimalkan potensi PAD dari sektor perparkiran. |

Inggris) | The parking system in Banyumas Regency faces complex problems such as rampant illegal parking, tariffs that do not comply with regulations, and leakage of retribution, which causes regional income to fall short of targets. This study aims to analyze the implementation of parking policies from a political economy perspective by highlighting the distribution of resources, the interests of actors, and their contribution to Regional Original Income. The method used is descriptive qualitative through in-depth interviews, field observations, and documentation studies with purposive sampling of informants. Douglas Cecil North's institutional theory is used to understand the dynamics of formal and informal institutions in parking management. The results show that the implications and implementation of the policy are not yet optimal due to weak supervision, differences in interests among actors, and informal practices such as non-compliance by parking attendants in paying fees. The community also experiences tariff burdens that are not in accordance with regulations, while local governments face resource constraints in supervision. This study concludes that the success of parking policies in Banyumas is greatly influenced by institutional capacity, economic transparency, and political legitimacy. Governance reform, increased supervision, and improved cooperation mechanisms are needed to maximize the potential of local revenue from the parking sector.
