| Abstrak (Bhs. Indonesia) | Penelitian ini bertujuan untuk menganalisis implementasi hukum serta faktor-faktor yang berpengaruh terhadap bimbingan perkawinan (Bimwin) oleh Kantor Urusan Agama (KUA) Kecamatan Cipeundeuy dalam peningkatan kesejahteraan keluarga. Jenis penelitian hukum yang digunakan adalah yuridis empiris dengan metode pendekatan penelitian kualitatif dan metode pendekatan analisis yuridis sosiologis. Penelitian ini berlokasi di KUA Kecamatan Cipeundeuy, Kabupaten Bandung Barat dengan informan yang terlibat sebanyak 5 (lima) orang. Hasil penelitian menunjukkan bahwa implementasi bimbingan perkawinan oleh KUA dalam peningkatan kesejahteraan keluarga telah terlaksana dengan optimal. Hal ini dibuktikan dengan 5 (lima) parameter: optimalnya implementasi pendaftaran peserta; belum optimalnya implementasi tata cara pelaksanaan; optimalnya implementasi surat keterangan; optimalnya implementasi remedial; optimalnya implementasi catatan bimbingan perkawinan. Terdapat faktor pendukung dan penghambat yang berpengaruh terhadap implementasi hukum bimbingan perkawinan oleh KUA dalam peningkatan kesejahteraan keluarga di KUA Kecamatan Cipeundeuy. Faktor Pendukung meliputi tersedianya aturan yang jelas; profesionalitias dan komitmen fasilitator; kesiapan administrasi dan manajemen KUA; ketersediaan sarana dan prasarana yang memadai; antusiasme dan partisipasi aktif peserta selama kegiatan bimwin; penerapan metode penyampaian materi yang kontekstual dan komunikatif; pengelolaan data dan pencatatatan yang tertib dan terdokumentasi; materi bimwin yang relevean dengan kebutuhan rumah tangga modern; dukungan lingkungan sosial budaya yang mulai terbuka terhadap edukasi pra-nikah; kesadaran peserta terhadap pentingnya keluarga Sakinah sebagai tujuan hukum perkawinan; koordinasi yang baik antar pegawai kua dan lembaga terkait dalam pelaksanaan kegiatan. Faktor penghambat meliputi, keterbatasan jumlah fasilitator bersertifikat di KUA Kecamatan Cipeundeuy; dana yang disediakan dari Kementerian Agama tidak sesuai dengan kebutuhan untuk pelaksanaan bimwin selama 2 (dua) hari. |

Inggris) | This study aims to analyze the implementation of law and the factors that influence marriage counseling (Bimwin) conducted by the Office of Religious Affairs (KUA) in Cipeundeuy Subdistrict in improving family welfare. The type of legal research used is empirical juridical with a qualitative research approach and a socio-legal analytical method. This research was conducted at the KUA of Cipeundeuy Subdistrict, West Bandung Regency, involving 5 (five) informants. The results show that the implementation of marriage counseling by the KUA in improving family welfare has been carried out optimally. This is evidenced by 5 (five) parameters: the optimal implementation of participant registration; the implementation of procedural conduct, which has not yet reached its optimal potential; the optimal implementation of certification; the optimal implementation of remedial sessions; and the optimal implementation of marriage counseling records. There are supporting and inhibiting factors that affect the legal implementation of marriage counseling by the KUA in improving family welfare at the KUA of Cipeundeuy Subdistrict. Supporting factors include the availability of clear regulations; professionalism and commitment of the facilitators; readiness of KUA administration and management; the availability of adequate facilities and infrastructure; enthusiasm and active participation of participants during the Bimwin activities; application of methods for delivering material that are contextual and communicative; orderly and well-documented data management and record-keeping; Bimwin material that is relevant to the needs of modern households; support from a socio-cultural environment that is becoming more open to pre-marital education; participants’ awareness of the importance of a Sakinah (harmonious) family as the aim of marriage law; and good coordination among KUA staff and related institutions in carrying out activities. Inhibiting factors include the limited number of certified facilitators at the KUA of Cipeundeuy Subdistrict, and the funds provided by the Ministry of Religious Affairs do not match the needs for conducting Bimwin over 2 (two) days. |
