Abstrak (Bhs. Indonesia)Penelitian ini dilatarbelakangi oleh transformasi digital dalam pelayanan administrasi kependudukan melalui inovasi Identitas Kependudukan Digital (IKD) di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Banyumas. Inovasi ini bertujuan meningkatkan efisiensi dan kualitas layanan publik, namun masih menghadapi sejumlah kendala dalam pelaksanaannya. Penelitian ini bertujuan untuk menganalisis inovasi pelayanan publik melalui Identitas Kependudukan Digital (IKD) di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Banyumas berdasarkan lima karakteristik difusi inovasi menurut Everett Rogers, yaitu keunggulan relatif, kesesuaian, kerumitan, kemudahan uji coba, dan kemudahan diamati. Metode penelitian yang digunakan adalah kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara mendalam, observasi, dan dokumentasi. Informan dipilih menggunakan teknik purposive sampling dan snowball sampling, sedangkan analisis data menggunakan model interaktif. Hasil penelitian menunjukkan bahwa IKD memiliki keunggulan relatif dan kemudahan diamati yang tinggi karena mampu meningkatkan efisiensi, transparansi, dan aksesibilitas layanan digital. Aspek kesesuaian menunjukkan kecocokan dengan kebutuhan masyarakat, meskipun masih terkendala pengakuan dokumen digital. Pada aspek kerumitan, ditemukan hambatan teknis di kalangan pengguna, sedangkan kemudahan uji coba masih rendah karena belum tersedia fitur simulasi layanan. Inovasi ini dinilai cukup berhasil, namun memerlukan penguatan sistem, peningkatan literasi digital, dan perluasan sosialisasi agar optimal dan merata.

Inggris)This research is motivated by the digital transformation in population administration services through the innovation of the Digital Population Identity (IKD) at the Department of Population and Civil Registration of Banyumas Regency. This innovation aims to improve the efficiency and quality of public services but still faces several implementation challenges. The purpose of this research is to analyze public service innovation through the Digital Population Identity (IKD) at the Department of Population and Civil Registration of Banyumas Regency based on the five characteristics of innovation diffusion theory by Everett Rogers: relative advantage, compatibility, complexity, trialability, and observability. This research uses a descriptive qualitative method with data collection techniques including in-depth interviews, observation, and documentation. Informants were selected using purposive and snowball sampling techniques, while data were analyzed using an interactive model. The findings show that IKD demonstrates high levels of relative advantage and observability, as it enhances the efficiency, transparency, and accessibility of digital services. The compatibility aspect aligns fairly well with community needs, though hindered by limited institutional recognition of digital documents. Complexity remains an issue for some user groups, particularly during the initial activation process and service navigation. Trialability is considered low due to the absence of simulation features or gradual introduction. Overall, the IKD innovation is considered fairly successful but requires system improvement, increased digital literacy, and broader outreach to achieve optimal and equitable implementation.
