| Abstrak (Bhs. Indonesia) | ABSTRAK Artikel ini menyoroti para oligarki batu bara yang berafiliasi dengan partai politik memanfaatkan jaringan politiknya untuk mempertahankan tujuan oligarkisnya melalui revisi UU Minerba. Jokowi mengklaim bahwa kebijakan ini dilandasi oleh semangat nasionalisme, karena mengutamakan kekayaan negara dan rakyat. Namun penelitian yang dibuat melalui metode penelitian kualitatif, pendekatan literatur, dan kerangka analisis teori oligarki penguasa kolektif Jeffrey Winters ini menunjukkan bahwa UU Minerba masih memiliki nilai oligarkisnya, karena substansi dan proses politik pembuatan kebijakan ini telah dikunci oleh para oligark dalam koalisi besar yang dibentuk oleh Jokowi pasca Pilpres 2019. Oleh karena itu, kebijakan ini tidak sepenuhnya mencerminkan nilai-nilai kerakyatan yang nasionalis seperti yang diklaim oleh Jokowi. Jokowi claims that this policy is founded by the spirit of nationalism, because its prioritizes the country and its people’s wealth. But this study, which made through qualitative research methods, a literature approach, and the analytical framework of Jeffrey Winters collective ruling oligarchy theory shows that the Minerba Law still has its oligarchic value, because of the substance and political process of this policy making have been locked by oligarchs in a large coalition formed by Jokowi after the 2019 presidential election. Therefore, this policy does not fully reflect the nationalist populisms values as Jokowi has claimed. The process of revising the Minerba Law reflects the large influence of oligarchs in shaping public policy in the DPR, as seen from the lack of resistance from party fractions. |
