| Abstrak (Bhs. Indonesia) | Terlalu banyaknya peraturan dan tumpang tindih antar peraturan merupakan permasalahan dalam pembentukan peraturan perundang-undangan di Indonesia. Permasalahan tersebut merupakan topik dalam debat pemilihan presiden tahun 2019. Penelitian ini mengkaji permasalahan tersebut dengan metode penelitian yuridis normatif berdasarkan data sekunder. Penelitian ini menemukan bahwa ada upaya untuk mengurangi pembentukan peraturan, tetapi tahun 2024 kuantitas Undang-Undang dan Peraturan Presiden merupakan pembentukan peraturan terbanyak dalam 10 bahkan 15 tahun terakhir, sehingga berpotensi melahirkan peraturan pelaksana yang lebih banyak. Akan tetapi, akar permasalahan tersebut adalah sistem hukum pembentukan peraturan, yaitu asas, hierarki, dan materi muatan peraturan yang tidak jelas. Ditinjau dari perspektif politik hukum perubahan Undang-Undang Nomor 12 Tahun 2011 dalam mengatasi masalah tersebut adalah memberikan landasan normatif lembaga khusus di bidang pembentukan peraturan dan metode omnibus. Namun, keberadaan lembaga tersebut dari 2019-2024 bahkan 2025 ini tidak dibentuk yang berarti penyelesaian permasalahan ini belum tuntas |

| Abtrak (Bhs. Inggris) | Too many regulations and overlap between regulations are problems in the formation of laws and regulations in Indonesia. This problem is a topic in the 2019 presidential election debate. This study examines these problems with normative juridical research methods based on secondary data. This study found that there are efforts to reduce the formation of regulations, but in 2024 the quantity of Presidential Laws and Regulations will be the most in the formation of regulations in the last 10 or even 15 years, so it has the potential to give birth to more implementing regulations. However, the root of the problem is the legal system of regulation formation, namely the principles, hierarchy, and unclear content of regulations. Viewed from a political and legal perspective, the amendment of Law Number 12 of 2011 in overcoming this problem is to provide a normative basis for special institutions in the field of the formation of regulations and omnibus methods. However, the existence of these institutions from 2019-2024 or even 2025 has not been formed, which means that the solution to this problem has not been completed |
