| Abstrak (Bhs. Indonesia) | Penelitian ini bertujuan untuk menjelaskan bagaimana implementasi program kredit pemilikan rumah (KPR) bersubsidi dalam mewujudkan program pemerintah untuk membantu masyarakat berpenghasilan rendah (MBR). Sebagai salah satu perusahaan yang bergerak dibidang jasa keuangan tentunya program ini menjadi salah satu program unggulan yang menjadi alternatif bagi masyarakat berpenghasilan rendah (MBR) untuk memiliki rumah, maka dari itu penting untuk dikaji bagaimana implementasi dari program KPR subsidi pada Bank Tabungan Negara Kantor Cabang Purwokerto. Penelitian ini menggunakan penelitian kualitatif deskriptif. Teknik pengumpulan data melalui observasi, wawancara, dan dokumentasi. Hasil temuan penelitian berdasarkan kelima aspek dari teori Ripley dan Franklin dalam perspektif what’s happening and why? yaitu sebagai berikut : (1) Banyaknya aktor yang terlibat dalam implementasi tersebut (the profusion of actors), (2) Kejelasan tujuan dari implementasi kebijakan program tersebut (the multiplicity and vagueness of goals), (3) Perkembangan dan kerumitan program (the proliferation and complexity of government programs), (4) partisipasi pada semua unit pemerintahan (the Participation of governmental units at all territorial levels), (5) faktor-faktor yang tidak terkendali yang mempengaruhi implementasi (the uncontrollable factors that all affect implementation). |

| Abtrak (Bhs. Inggris) | This study aims to explain how the implementation of a subsidized home ownership credit (KPR) program in realizing government programs to help low-income people (MBR). As one of the companies engaged in financial services, of course this program is one of the leading programs that is an alternative for low-income people (MBR) to own a house, therefore it is important to study how the implementation of the subsidized mortgage program at Bank Tabungan Negara Purwokerto Branch Office. This research uses descriptive qualitative research. Data collection techniques through observation, interviews, and documentation. The results of research findings based on the five aspects of Ripley and Franklin's theory in the what's happening and why perspective are as follows: (1) the profusion of actors, (2) the multiplicity and vagueness of goals, (3) the proliferation and complexity of government programs, (4) the participation of all governmental units at all territorial levels, (5) the uncontrollable factors that all affect implementation. |
