| Abstrak (Bhs. Indonesia) | Krisis kemanusiaan Rohingya di Myanmar telah memicu respon global, termasuk Indonesia yang turut mengambil peran dalam upaya penyelesaian krisis. Penelitian ini bertujuan untuk menganalisis peran Indonesia dalam kasus pengungsi Rohingya pada tahun 2022-2023 berdasarkan konsep Responsibility to Protect (R2P). Metode penelitian ini menggunakan pendekatan kualitatif dengan analisis data sekunder dari berbagai sumber, termasuk kebijakan pemerintah, laporan resmi, dan dokumen dari organisasi internasional. Hasil penelitian menunjukkan bahwa Indonesia telah berperan melalui kebijakan luar negeri dan berbagai tindakan untuk melindungi pengungsi. Meskipun belum meratifikasi Konvensi Pengungsi 1951, Indonesia telah menunjukkan komitmennya melalui kebijakan penerimaan pengungsi, mematuhi prinsip non-refoulement, serta memberlakukan kerangka hukum melalui Perpres No. 125/2016 tentang penanganan pengungsi dari luar negeri, yang mencakup pemenuhan kebutuhan dasar dan perlindungan kelompok rentan. Dalam konteks diplomasi, Indonesia aktif berpartisipasi dalam forum ASEAN dan PBB terkait upaya penyelesaian krisis. Peran-peran tersebut mencerminkan komitmen Indonesia terhadap prinsip R2P, meskipun dalam implementasinya masih menemui beberapa tantangan. |
| Abtrak (Bhs. Inggris) | The Rohingya humanitarian crisis in Myanmar has sparked a global response, including Indonesia taking part in efforts to resolve the crisis. This study aims to analyze the role of Indonesia in the case of Rohingya refugees in 2022-2023 based on the concept of Responsibility to Protect (R2P). This research method uses a qualitative approach by analyzing secondary data from various sources, including government policies, official reports, and documents from international organizations. The results showed that Indonesia has played a role through foreign policy and various measures to protect refugees. Although it has not ratified the 1951 Refugee Convention, Indonesia has demonstrated its commitment through its refugee acceptance policy, adhering to the principle of non-refoulement, and enforcing the legal framework through Presidential Regulation No. 125/2016 on the handling of refugees from abroad, which includes meeting basic needs and protecting vulnerable groups. In the context of diplomacy, Indonesia actively participates in ASEAN and UN forums related to crisis resolution efforts. These roles reflect Indonesia's commitment to R2P principles, although implementation still faces some challenges.
