| Abstrak (Bhs. Indonesia) | Penelitian ini didasari oleh adanya kesenjangan yang terjadi akibat tidak meratanya fasilitas listrik di sebagian wilayah di Desa Karangtengah, Kecamatan Cilongok, Kabupaten Banyumas. Berdasarkan hal tersebut pemerintah berupaya untuk memenuhi fasilitas listrik warga Desa Karangtengah melalui Pembangkit Listrik Tenaga Mikrohidro (PLTMH) Sinar Alam. Pemenuhan hak atas fasilitas listrik di Desa Karangtengah telah tercapai, namun dalam pengelolaannya masih sering terjadi pemadaman listrik dikarenakan terjadi hambatan dan kerusakan pada mesin. Maka, penelitian ini bertujuan untuk mengevaluasi program desa mandiri energi berbasis mikrohidro melalui PLTMH Sinar Alam Desa Karangtengah untuk mengetahui keberhasilan program. Metode pada penelitian ini menggunakan metode penelitian kualitatif deskriptif yang dilakukan melalui wawancara, pbservasi dan dokumentasi. Hasil penelitian menunjukkan bahwa: 1) Dalam aspek efektivitas program ini sudah cukup baik, dilihat dari kemampuan pengurus untuk melakukan pengelolaan. Namun perlu adanya kelengkapan dokumen tertulis sebagai panduan pelaksanaan kebijakan. 2) Dalam aspek efisiensi, program ini dapat dikatakan cukup efisien dalam segi ekonomi maupun biaya. 3) Dalam aspek kecukupan, program ini cukup untuk memenuhi kebutuhan warga, namun perlu dilakukan upgrade untuk menunjang keberlanjutan program. 4) Dalam aspek perataan, program ini sudah sesuai dengan target dan sasaran program. 5) Responsivitas pengurus dalam menghadapi masalah cukup baik. 6) Dalam aspek ketepatan, program sudah sesuai dengan maksud dan tujuan program yaitu memenuhi fasilitas listrik bagi warga Desa Karangtengah. |

Inggris) | This research is based on the gap that occurs due to the uneven distribution of electricity facilities in some areas in Karangtengah Village, Cilongok District, Banyumas Regency. Based on this, the government is trying to meet the electricity facilities of the residents of Karangtengah Village through the Sinar Alam Micro Hydro Power Plant (PLTMH). The fulfillment of the right to electricity facilities in Karangtengah Village has been achieved, but in its management there are still frequent power outages due to obstacles and damage to the machine. Therefore, this study aims to evaluate the microhydro-based energy independent village program through the Sinar Alam PLTMH in Karangtengah Village to determine the success of the program. The method in this study uses a descriptive qualitative research method conducted through interviews, observations and documentation. The results of the study show that: 1) In terms of the effectiveness of this program, it is quite good, judging from the ability of the management to carry out management. However, it is necessary to have a complete written document as a guide for policy implementation. 2) In terms of efficiency, this program can be said to be quite efficient in terms of economy and cost. 3) In terms of adequacy, this program is sufficient to meet the needs of residents, but it needs to be upgraded to support the sustainability of the program. 4) In the aspect of leveling, this program is in accordance with the targets and objectives of the program. 5) The responsiveness of the management in dealing with problems is quite good. 6) In terms of accuracy, the program is in accordance with the purpose and purpose of the program, which is to provide electricity facilities for the residents of Karangtengah Village. |
