| Abstrak (Bhs. Indonesia) | Identitas Kependudukan Digital (IKD) terbentuk dengan tujuan mempermudah serta mempercepat transaksi layanan, baik bersifat publik maupun privat dalam format digital dan meningkatkan pemanfaatan digitalisasi administrasi kependudukan untuk masyarakat. Namun pada kenyataannya masih terdapat beberapa permasalahan dalam pengimplementasianya, baik dari isi aplikasi yang belum sesuai harapan kelompok sasaran dan non-teknis, seperti belum mencapai target yang sudah ditentukan, handphone pengguna belum support digunakan, kurangnya sosialisasi dari Disdukcapil sehingga masyarakat masih banyak yang tidak tahu IKD. Penelitian ini menggunakan pendekatan kualitatif dengan teknik purposive sampling. Hasil penelitian proses implementasi kebijakan Identitas Kependudukan Digital di Kabupaten Banyumas yaitu: 1) aspek kebijakan yang diidealkan, pada tahap ini disdukcapil dalam mengimplementasikan kebijakan menunjukkan upaya yang berkelanjutan serta koomunikasi dilakukan secara bertahap; 2) aspek kelompok sasaran, menunjukkan belum tercapainya target yang sudah ditentukan oleh kemendagri; 3) aspek organisasi pelaksana, disdukcapil melakukan inovasi dengan memberikan hak aksesbilitas kepihak lembaga nonkementerian; 4) aspek faktor sosial, pada aspek tersebut IKD di Kabupaten Banyumas memberikan pengaruh yang kurang baik terutama masih kurangnya pemahaman kelompok sasaran mengenai IKD dan faktor ekonomi karena pasyarat pengguna belum bisa dipenuhi oleh sebagian masyarakat. Inggris) | Identitas Kependudukan Digital (IKD) was formed with the aim of facilitating and accelerating service transactions, both public and private in digital format and increasing the utilization of digitization of population administration for the community. But in reality there are still some problems in its implementation, both from the content of the application that has not met the expectations of the target group and non-technical, such as not reaching the predetermined target, the user's cellphone has not been supported, the lack of socialization from Disdukcapil so that many people still do not know IKD. This research uses a qualitative approach with purposive sampling technique. The results of the research on the implementation process of the Digital Population Identity policy in Banyumas Regency are: 1) aspects of the idealized policy, at this stage the disdukcapil in implementing the policy shows continuous efforts and communication is carried out in stages; 2) aspects of the target group, showing that the targets set by the Ministry of Home Affairs have not been achieved; 3) aspects of the implementing organization, the disdukcapil innovates by giving accessibility rights to non-ministerial institutions; 4) the terms of social factors, IKD in Banyumas Regency has had a less favorable impact, especially in terms of the target group's lack of understanding of IKD and economic factors because the user requirements cannot be met by some people.
