| Abstrak (Bhs. Indonesia) | Penelitian ini menunjukkan bahwa masih banyak masyarakat Kota Tegal yang enggan mengakses Aplikasi Sentuh Tanahku, yakni kebijakan yang berbasis teknologi. Meskipun Kantor Pertanahan telah menerima kebijakan baru tersebut dengan baik, yang bertujuan untuk meningkatkan pelayanan publik, Kantor Pertanahan Kota Tegal masih membatasi penyebaran dan pengenalan Aplikasi Sentuh Tanahku kepada masyarakat Kota Tegal. Penelitian ini menggunakan metode kualitatif dengan menggunakan pendekatan menurut teori Edward III yang mana menyangkutkan implementasi Aplikasi Sentuh Tanahku dengan 4 aspek yaitu Komunikasi, Ketersediaan Sumber Daya, Sifat Komitmen (Disposisi), dan Struktur Birokrasi. Dimana implementasi e-government yang terselenggara melalui Aplikasi Sentuh Tanahku masih belum berjalan baik secara maksimal. Untuk aspek Komunikasi, pihak Kantor Pertanahan sudah berupaya memperkenalkan kepada masyarakat yang tetap saja tidak mencoba untuk melakukan pembaruan kebijakan. Dalam aspek Ketersediaan Sumber Daya memuat pengenalan Aplikasi Sentuh Tanahku melalui spanduk atau banner yang dibuat oleh Kantor Pertanahan Tegal. Disposisi (sifat komitmen) yang terjadi saat Aplikasi Sentuh Tanahku masuk ke dalam ranah Kantor Pertanahan sudah diterima dan dievaluasi baik oleh para pegawai dan staf. Dan untuk aspek Struktur Birokrasi, aturan yang dibuat oleh Kantor Pertanahan Tegal sudah memenuhi kebutuhan pelaksana harus dapat mendukung kebijakan. Kesimpulan dalam penelitian ini adalah kebijakan e-government melalui Aplikasi Sentuh Tanahku masih diharapkan bisa berjalan secara efektif, walaupun saat dilahirkannya kebijakan e-government ini masih dibilang masih terburu-buru dan hanya mengandalkan status teknologi yang pesat.

Inggris) | The results of this research show that there are still many Tegal City residents who are reluctant to access the Touch Tanahku Application, which is a technology-based policy. Even though the Land Office has well received the new policy, which aims to improve public services, the Tegal City Land Office is still limiting the distribution and introduction of the Touch My Land Application to the people of Tegal City. By using an approach according to Edward III's theory which involves the implementation of the Touch My Land Application with 4 aspects, namely Communication, Availability of Resources, Nature of Commitment (Disposition), and Bureaucratic Structure. Where the implementation of e-government which is carried out through the Touch Tanahku Application is still not running optimally. For the Communication aspect, the Land Office has tried to introduce it to the public who still do not try to update the policy. In the aspect of Resource Availability, it includes the introduction of the Touch My Land Application through banners made by the Tegal Land Office. The disposition (commitment nature) that occurred when the Touch Tanahku Application entered the Land Office's domain has been well received and evaluated by employees and staff. And for the Bureaucratic Structure aspect, the rules made by the Tegal Land Office have met the needs of implementers and must be able to support policies. The conclusion in this research is that the e-government policy through the Touch Tanahku Application is still expected to run effectively, even though at the time of the birth of this e-government policy it was still said to be in a hurry and only relied on rapid technological status. |
