| Judul Artikel | ANALISIS SEKTOR BASIS DAN NON BASIS PEREKONOMIAN DI KABUPATEN PUNCAK PROVINSI PAPUA TAHUN 2018-2022 |
| Abstrak (Bhs. Indonesia) | Tujuan dari penelitian ini untuk menganalisis sektor basis dan non basis, sektor basis di masa yang akan datang, sektor unggulan, prospektif, andalan, dan tertinggal, serta pertumbuhan suatu sektor dan daya saingnya. Teknik analisis yang digunakan dalam penelitian ini adalah Static Location Quotient (SLQ), Dynamic Location Quotient (DLQ), Overlay, dan Shift Share. Berdasarkan hasil analisis SLQ yang menunjukkan sektor basis dan analisis DLQ yang menunjukkan sektor dapat diharapkan menjadi sektor basis di masa yang akan datang dilakukan analisis overlay antara dua analisis tersebut yang menunjukkan terdapat empat sektor yang termasuk sektor unggulan yaitu (1) Pertanian, Kehutanan, dan Perikanan; (2) Konstruksi; (3) Perdagangan Besar dan Eceran, Reparasi Mobil dan Sepeda Motor; (4) Administrasi Pemerintahan, Pertahanan dan Jaminan Sosial Wajib dan 13 sektor lainnya merupakan sektor andalan. Kemudian berdasarkan analisis shift share terdapat empat sektor yang memiliki kontribusi besar terhadap perekonomian dengan pertumbuhan serta daya saing yang tinggi yaitu (1) Pengadaan Listrik dan Gas; (2) Perdagangan Besar dan Eceran; Reparasi Mobil dan Sepeda Motor; (3) Jasa Kesehatan dan Kegiatan Sosial; (4) Jasa Lainnya. Implikasi dari penelitian ini yaitu pemerintah dapat meningkatkan pengembangan sektor basis, sektor yang dapat diharapkan menjadi basis di masa yang akan datang, sektor unggulan serta andalan dalam analisis overlay, dan sektor dengan pertumbuhan tinggi dan berdaya saing melalui penyediaan akses yang lebih mudah terkait perizinan usaha maupun penanaman modal dalam aspek kegiatan ekonomi. Pemerintah Kabupaten Puncak dapat mendorong pembangunan infrastruktur pendukung dan membuat kebijakan untuk mempermudah pertumbuhan sektor yang memiliki pertumbuhan rendah dan daya saing yang masih rendah, melakukan peninjauan hubungan kerja sama dengan masyarakat dan pihak swasta sehingga dapat memperbaiki ataupun meningkatkan hubungan kerja sama. |

Inggris) | The purpose of this research is to analyze the basic and non-basic sectors, the basic sector in the future, the leading, prospective, mainstay, and lagging sectors, as well as the growth of a sector and its competitiveness. Based on the results of SLQ analysis which shows the base sector and DLQ analysis which shows the sector can be expected to become a base sector in the future, an overlay analysis between the two analyses is carried out which shows that there are four sectors that are included as leading sectors, namely (1) Agriculture, Forestry and Fisheries; (2) Construction; (3) Wholesale and Retail Trade, Car and Motorcycle Repair; (4) Government Administration, Defense and Compulsory Social Security and 13 other sectors are mainstay sectors. Then based on shift share analysis, there are four sectors that have a large contribution to the economy with high growth and competitiveness, namely (1) Electricity and Gas Procurement; (2) Wholesale and Retail Trade; Car and Motorcycle Repair; (3) Health Services and Social Activities; (4) Other Services. The implication of this research is that the government can improve the development of the base sector, sectors that can be expected to become the base in the future, leading and mainstay sectors in overlay analysis, and sectors with high growth and competitiveness through providing easier access related to business licensing and investment in aspects of economic activity. The Puncak Regency Government can encourage the development of supporting infrastructure and make policies to facilitate the growth of sectors that have low growth and low competitiveness, review cooperative relationships with the community and the private sector so that they can improve or increase cooperative relationships. |
