Indonesia) | Fasilitas pokok di pelabuhan perikanan salah satunya adalah kolam pelabuhan yang dapat diartikan sebagai tempat untuk sandar dan olah gerak kapal perikanan dalam menunjang aktivitas pelabuhan. Tujuan penelitian ini untuk menganalisis tingkat efektivitas dan efisiensi pemanfaatan berdasarkan kedalaman kolam, hasil perikanan tangkap, dan manajemen fasilitas sehingga dapat memberikan saran pengelolaan kolam Pelabuhan Perikanan Samudera Cilacap. Metode analisis data yang digunakan adalah analisis tingkat pemanfaatan, Data Envelopment Analysis (DEA), dan analisis SWOT terhadap data operasional Pelabuhan Perikanan Samudera Cilacap. Hasil penelitian ini menunjukkan tingkat efektivitas berdasarkan kedalaman kolam adalah 79% atau belum optimal akibat terjadinya pendangkalan kolam. Berdasarkan hasil perikanan tangkap terdiri dari Periode I (Agustus 2020 – Juli 2021) sebesar 103%, Periode II (Agustus 2021 – Juli 2022) sebesar 101%, serta Periode III (Agustus 2022 – Juli 2023) sebesar 125% yang berada pada kondisi melampaui optimal. Tingkat efisiensi tertinggi adalah 1 atau 100% pada Periode I di bulan September dan Oktober, Periode II di bulan September; November; April; Mei; dan Juli, dan Periode III di bulan September, Oktober, April; Juni, dan Juli. Pengerukan, pembangunan kolam pelabuhan baru, dan zonasi tempat berlabuh kapal sangat diperlukan untuk meningkatkan efektivitas dan efisiensi pemanfaatan kolam pelabuhan. |

| Abtrak (Bhs. Inggris) | One of the main facilities in the fishing port is the port pool which can be interpreted as a place to dock and move fishing vessels in supporting port activities. The purpose of this study is to analyze the level of effectiveness and efficiency of utilization based on the depth of the pond, the results of capture fisheries, and facility management so as to provide advice on the management of the pond Cilacap Ocean Fishing Port. The data analysis method used is Utilization Rate Analysis, Data Envelopment Analysis (DEA), and SWOT analysis of the operational data of Cilacap Ocean Fishing Port. The results of this study indicate the level of effectiveness based on the depth of the pool is 79% or not optimal due to the silting of the pool. Based on the results of capture fisheries consisting of period I (August 2020 – July 2021) of 103%, period II (August 2021 – July 2022) of 101%, and period III (August 2022 – July 2023) of 125% which are in conditions outside of optimal. The highest efficiency rate is 1 or 100% in period I in September and October, period II in September; November; April; May; and July, and period III in September, October, April; June, and July. Dredging, construction of new port ponds, and zoning of ship berths are indispensable to improve the effectiveness and efficiency of port pond utilization. |
