| Abstrak (Bhs. Indonesia) | Penyelenggaraan donor darah dan pengelolaan darah dilakukan oleh Unit Transfusi Darah (UTD) sesuai dengan Undang-Undang nomor 17 tahun 2023 Pasal 114 tentang kesehatan. Peraturan Menteri Kesehatan RI no 91 tahun 2015 tentang Standar Pelayanan Transfusi Darah menjadi acuan dalam penyelenggaraan pelayanan transfusi darah, salah satunya adalah pemberian transfusi darah pada pasien dengan penggunaan darah yang rasional. Transfusi darah harus dilakukan atas dasar indikasi, pemilihan jenis dan volume darah atau komponen darah yang dibutuhkan, serta waktu pemberian transfusi yang tepat. Dokter dalam menjalankan tugas profesionalnya terikat oleh norma etika, norma hukum dan norma disiplin kedokteran, yang bila ditegakkan akan menjamin mutu pelayanan. Tujuan penelitian ini yaitu untuk menganalisis efektivitas pelayanan transfusi darah dan menganalisis implikasi pertanggungjawaban hukum dokter atas penggunaan produk darah di RSUD Banyumas. Metode penyajian data disajikan berupa teks narasi dan tabel matrik. Informan yang digunakan pada penelitian ini adalah direktur RSUD Banyumas, ketua komite medik, ketua komite etik dan hukum Rumah Sakit, dokter klinisi pengguna produk darah di RSUD Banyumas dan koordinator Unit Tranfusi Darah Rumah Sakit (UTDRS). Hasil penelitian menunjukkan bahwa pelayanan transfusi darah di RSUD Banyumas sudah efektif dengan tersedianya sumber daya manusia yang sesuai dengan kualifikasi, adanya standar operasional prosedur dan kebijakan direktur untuk alur kegiatan pelayanan di UTDRS serta terpenuhinya sarana prasarana yang dibutuhkan sesuai dengan permenkes no 91 tahun 2015 tentang standar pelayanan transfusi darah. Namun pada indikator mutu di dalam Standar Pelayanan Minimal, terpenuhinya kebutuhan darah untuk transfusi belum tercapai 100%, dan pelaksanaan SOP pemesanan darah masih belum efektif. Dokter bertanggung jawab baik secara pidana, perdata dan administrasi terhadap efek dari pemberian transfusi darah, oleh sebab itu dokter dalam melakukan tindakannya harus sesuai dengan perjanjian antara dokter dan pasien, sesuai dengan standar profesi, sesuai dengan standar operasional prosedur, dan tidak melawan hukum. Inggris) | The organization of blood donation and blood management is carried out by the Blood Transfusion Unit (UTD) in accordance with Law number 17 of 2023 Article 114 concerning health. Regulation of the Minister of Health of the Republic of Indonesia No. 91 of 2015 concerning Blood Transfusion Service Standards is a reference in the implementation of blood transfusion services, one of which is the provision of blood transfusions to patients with rational use of blood. Blood transfusion must be done on the basis of indications, selection of the type and volume of blood or blood components needed, and the right time to give transfusion. Doctors in carrying out their professional duties are bound by ethical norms, legal norms and norms of medical discipline, which when enforced will ensure the quality of service. The purpose of this study is to analyze the effectiveness of blood transfusion services and analyze the implications of legal liability of doctors for the use of blood products at Banyumas Regional Hospital. The method of data presentation is presented in the form of narrative text and matrix tables. The informants used in this study were the director of Banyumas Regional Hospital, the chairman of the medical committee, the chairman of the ethics and legal committee of the hospital, clinicians using blood products at Banyumas Regional Hospital and the coordinator of the Hospital Blood Transfusion Unit (UTDRS). The results showed that blood transfusion services at Banyumas Regional Hospital were effective with the availability of qualified human resources, the existence of standard operating procedures and director policies for the flow of service activities at UTDRS and the fulfillment of the required infrastructure in accordance with Permenkes No. 91 of 2015 concerning blood transfusion service standards. However, in the quality indicators in the Minimum Service Standards, the fulfillment of blood needs for transfusion has not been achieved 100%, and the implementation of the SOP for ordering blood is still not effective. Doctors are criminally, civilly and administratively responsible for the effects of giving blood transfusions, therefore doctors in carrying out their actions must be in accordance with the agreement between the doctor and the patient, in accordance with professional standards, in accordance with standard operating procedures, and not against the law.
