| Abstrak (Bhs. Indonesia) | Kebijakan sistem zonasi merupakan sistem penerimaan peserta didik baru berdasarkan radius zona untuk mengatasi permasalahan pendidikan di Indonesia yang tidak merata. Di Kabupaten Banyumas sistem zonasi masih menimbulkan kesenjangan dalam penerimaan siswa karena tidak meratanya jumlah SMP negeri. Frederickson (1997) mengungkapkan bahwa isu keadilan sosial menempati posisi yang penting dalam pembuatan kebijakan publik sehingga pemerintah dalam membuat keputusan dan tindakan tidak merugikan dan terjadi ketimpangan di masyarakat. Penelitian ini bertujuan untuk mendeskripsikan penerapan sistem zonasi di Banyumas serta menganalisis penerapan sistem zonasi dengan aspek aspek keadilan sosial. Metode dalam penelitian ini adalah kualitatif deskriptif dengan teknik purposive sampling. Hasil penelitian menunjukkan bahwa aspek daya tanggap, persamaan hak, dan pilihan masyarakat telah memenuhi aspek keadilan sosial dalam penerapan sistem zonasi di Kabupaten Banyumas, namun masih terdapat hal yang belum optimal yaitu aspek partisipasi pegawai dan masyarakat dalam pengambilan keputusan serta aspek tanggung jawab Dinas Pendidikan terhadap efektivitas program sebab dampak dari sistem zonasi di Kabupaten Banyumas belum adil dan merata bagi masyarakat. |
| Abtrak (Bhs. Inggris) | The zoning system policy is a new student admission system based on the radius of the zone to overcome the problem of uneven education in Indonesia. In Banyumas Regency, the zoning system still causes inequalities in student enrollment because of the uneven number of public junior high schools. Frederickson (1997) revealed that the issue of social equity occupies an important position in public policy making so that the government in making decisions and actions does not harm and create inequality in society. This study aims to describe the implementation of the zoning system in Banyumas and analyze the implementation of the zoning system with aspects of social equity. The method in this research is descriptive qualitative with purposive sampling technique. The results show that the aspects of responsiveness, equal rights, and community choice have fulfilled the aspects of social equity in the implementation of the zoning system in Banyumas Regency, but there are still aspects that are not optimal, namely the aspect of employee and community participation in decision making and the aspect of the Education Office's responsibility for program effectiveness because the impact of the zoning system in Banyumas Regency is not fair and equitable for the community. |
