| Abstrak (Bhs. Indonesia) | Kinerja organisasi publik merupakan salah satu prinsip dalam gagasan New Public Management, di mana penilaian kinerja aparatur publik harus diukur berdasarkan tingkat keberhasilannya dalam menjalankan pekerjaan. Inspektorat Jenderal sebagai APIP (Aparat Pengawasan Intern Pemerintah) memiliki posisi dan peran yang sangat strategis baik ditinjau dari aspek fungsi manajemen maupun dari segi pencapaian visi dan misi serta program pemerintah. Inspektorat IV di bawah Inspektorat Jenderal Kemendikbudristek memiliki sasaran pengawasan mencakup satuan kerja bidang pendidikan tinggi dan vokasi yaitu Ditjen Pendidikan Tinggi, Ditjen Pendidikan Vokasi, Perguruan Tinggi Negeri dan Balai Besar, serta satuan kerja di lingkungan Inspektorat Jenderal. Namun pada kenyataannya, Inspektorat IV masih menghadapi berbagai permasalahan terkait dengan fungsinya sebagai aparat pengawasan. Penelitian ini bertujuan untuk mengetahui bagaimana kinerja Inspektorat IV Kemendikbudristek dalam melakukan fungsi pengawasan. Metode yang digunakan dalam penelitian ini adalah metode analisis data sekunder serta menggunakan indikator kinerja organisasi publik menurut Dwiyanto (2002). Hasil penelitian menunjukkan bahwa aspek produktivitas, responsivitas, dan akuntabilitas Inspektorat IV telah berjalan dengan baik. Namun pada aspek kualitas pelayanan masih terdapat permasalahan terkait kesenjangan pemahamanan substansi pengawasan dan koordinasi dengan sasaran pengawasan. |

Inggris) | The performance of public organizations is one of the principles in the New Public Management concept, where the evaluation of public agency performance should be measured on the basis of the level of success in carrying out the work. The Inspectorate-General as APIP (Government Internal Monitoring Unit) has a very strategic position and role both in terms of management functions and the achievement of vision and mission as well as government programs. The Inspectorate IV under the Inspectorate-General of the Minister of Education, Culture, Research and Technology has a supervisory objective that includes the work units in the field of higher education and vocation, namely, the Department of Higher Education, the Directorate of Vocational Education, State Colleges and the House of Representatives, as well as the work unit in the area of the Inspection General. But in reality, Inspectorate IV still faces various problems related to its function as a surveillance apparatus. The aim of this research is to find out how the Inspectorate IV performs in carrying out its supervisory functions. The method used in this research is a qualitative method by collecting data through interviews, documentation, and observation. The technique for selecting informants in this research is purposive sampling. The focus of the research is on performance indicators of public organizations, namely productivity, quality of service, responsiveness, and accountability submitted by Dwiyanto et al (2002). The results show that the indicators of productivity, responsiveness, and accountability of Inspectorate IV have been going well. However, the quality of the service is still has problems due to gaps in the comprehension of the surveillance substance and problems related to coordination with the supervisory target. |
