| Abstrak (Bhs. Indonesia) | Salah satu program Dinas Tenaga Kerja dalam meningkatkan optimalisasi penyerapan tenaga kerja lokal adalah melalui Antar Kerja Lokal dengan fasilitasi rekrutmen tenaga kerja lokal. Dalam prosesnya, pelaksanaan fasilitasi rekrutmen dilaksanakan dengan menjalin kerjasama antarstakeholder dalam bentuk kolaborasi meliputi pihak pemerintah, pihak pemberi kerja, dan masyarakat lokal. Proses kerjasama tersebut akan dideskripsikan melalui perspektif Collaborative Governance menggunakan metode kualitatif deskriptif. Peneliti mengamati proses tersebut menggunakan teori Russel M. Linden yang berfokus pada dasar kolaborasi, hubungan, komitmen, dukungan, dan kepemimpinan kolaboratif. Hasil penelitian ini menunjukkan bahwa pelaksanaan fasilitasi rekrutmen tenaga kerja lokal belum berjalan secara optimal. Dalam proses pelaksanaannya, fasilitasi rekrutmen masih terkendala SOP yang belum jelas dan rinci sehingga masing-masing stakeholder seringkali tidak melaksanakan apa yang seharusnya dilakukan. Proses komunikasi dan koordinasi masih kurang karena tidak adanya jadwal pertemuan rutin, serta dukungan sarana informasi yang masih rendah sehingga menghambat penyampaian informasi kepada masyarakat. Hal tersebut mengakibatkan komitmen kolaborasi terhadap pelaksanaan program juga rendah. Implikasi dari hasil penelitian tersebut diharapkan proses kolaborasi melibatkan lebih banyak sektor lain karena program mengentaskan pengangguran tidak hanya menjadi tanggungjawab Dinnaker tetapi seluruh instansi dan lembaga daerah. |

Inggris) | One of the programs of the Manpower Office in enhancing the optimization of local labor absorption is through Local Job Placement with the facilitation of local labor recruitment. In the process, the implementation of recruitment facilitation is carried out by fostering collaboration among stakeholders, including the government, employers, and the local community. This collaboration process will be described from the perspective of Collaborative Governance using a qualitative descriptive method. The researcher observes this process using Russel M. Linden's theory, which focuses on the basics of collaboration, relationships, commitment, support, and collaborative leadership. The results of this research indicate that the implementation of local labor recruitment facilitation has not been optimal. In its execution, recruitment facilitation is still hindered by unclear and detailed Standard Operating Procedures (SOPs), resulting in stakeholders often not carrying out what they are supposed to do. Communication and coordination processes are still lacking due to the absence of regular meeting schedules and low support for information facilities, hindering the dissemination of information to the community. This has led to a low level of collaborative commitment to the program implementation. The implications of these research findings suggest that the collaboration process should involve more sectors because addressing unemployment is not only the responsibility of the Manpower Office but also of all government agencies and local institutions. |
