| Abstrak (Bhs. Indonesia) | Penelitian ini dilatarbelakangi dengan adanya target Sertifikat Hak Atas Tanah yang harus diterbitkan pada program PTSL oleh Kantor Pertanahan Kabupaten Banyumas yang belum sepenuhnya 100% tercapai terhitung dari tahun 2018 – 2022. Kegagalan pencapaian target ditunjukan dengan beberapa permasalahan tentang kapasitas sumber daya yang dimiliki, sehingga penelitian ini ingin melihat bagaimana kapasitas sumber daya yang dimiliki Kantor Pertanahan Kab. Banyumas dalam menunjang program PTSL. Penelitian ini menggunakan metode penelitian kualitatif deskriptif dengan teknik pemilihan informan menggunakan teknik purposive sampling. Teknik pengumpulan data menggunakan observasi, wawancara, dan dokumentasi. Metode analisis data yang digunakan adalah analisis interaktif oleh Miles Huberman. Hasil penelitian menunjukan bahwa kapasitas sumber daya Kantor Pertanahan Kabupaten Banyumas dalam melaksanakan program Pendaftaran Tanah Sistematis Lengkap sudah memiliki sumber daya yang cukup, namun masih belum sepenuhnya optimal sehingga terdapat beberapa aspek yang harus ditingkatkan dan diperbaiki

Inggris) | This research is motivated by the target of Land Rights Certificates that must be issued in the PTSL program by the Banyumas Regency Land Office which has not been fully achieved 100% starting from 2018 - 2022. Failure to achieve the target is indicated by several problems regarding the capacity of the resources owned, so the research wants to see how the capacity of resource the Department of Agriculture has in supporting the PTSL program. This research uses a descriptive qualitative research method with informant selection techniques using purposive sampling techniques. Data collection techniques use observation, interviews and documentation. The data analysis method used is interactive analysis by Miles Huberman. The research results show that the resource capacity of the Banyumas District Land Office in implementing the Complete Systematic Land Registration program already has sufficient resources, but is still not fully optimal so there are several aspects that need to be improved and improved.
