| Abstrak (Bhs. Indonesia) | Implementasi program merupakan sesuatu yang kompleks, karena faktor yang saling keterkaitan dalam sebuah sistem yang tidak lepas dari faktor lingkungan yang cenderung berubah, terdapat dua faktor yang mempengaruhi keberhasilan yaitu faktor pendorong dan faktor penghambat. Program Gempur Rokok Ilegal merupakan kegiatan operasi pengawasan rokok secara serentak dan terpadu dari untuk menghindari terjadinya “balloon effect” peredaran rokok ilegal. Implementasi program gempur rokok ilegal terhadap rokok ilegal yang meningkat jumlah pelanggarnya serta instruksi dari pusat dalam pergerakan gempur rokok ilegal di wilayah terkhususnya pada KPPBC TMP C Cilacap, padahal sudah ada instruksi program dari pusat namun pada kenyataannya baru tercatat 14 produsen rokok yang berstatus legal pada wilayah pengawasan KPPBC TMP C Cilacap. Tujuan dari penelitian ini adalah untuk memberikan gambaran dan menganalisis faktor penghambat implementasi program gempur rokok ilegal di wilayah KPPBC TMP C Cilacap. Penelitian ini dilakukan KPPBC TMP C Cilacap yang menaungi wilayan Cilacap dan Kebumen. Penelitian ini menggunakan metode kualitatif yang berfokus pada Implementasi dengan menggunakan teori Ripley dan Franklin ditinjau dari perspektif Compliance and What’s Happening. Hasil penelitian dan pembahasan yang sudah dijabarkan dapat ditarik kesimpulan dalam penelitian ini yaitu Implementasi Program Gempur Rokok Ilegal pada Direktorat Jenderal Bea dan Cukai khususnya pada wilayah KPPBC TMP C Cilacap sudah berjalan dengan baik. Meskipun selalu ada kendala didalamnya tapi tidak menjadi penghambat besar dalam melakukan program gempur rokok ilegal. Aspek compliance yang diterapkan oleh para implementor Program Gempur Rokok Ilegal telah memenuhi sub aspek pendekatan implementasi. Kepatuhan melaksanakan kegiatan sesuai instruksi atasan yang sudah dijalankan dengan baik dan peran atasan yang selalu memberikan arahan, mengasosiasi dan memberi dukungan kepada bawahannya untuk bersama-sama menjalankan program. Dalam implementasi program Gempur Rokok Ilegal, terdapat beberapa sub aspek yang masih menjadi hambatan yaitu jumlah pegawai yang tersedia dan kompetensi pegawai yang masih belum memadai, tidak adanya SOP yang terfokus pada program tersebut dan tidak adanya anggaran khusus untuk program Gempur Rokok Ilegal. Sosialisasi dan Edukasi juga masih belum menjangkau seluruh Masyarakat sehingga perlu dimasifkan lagi karena pemahaman dan partisipasi Masyarakat pada Gempur Rokok Ilegal adalah output dari kegiatan tersebut. |

The Ilegal Cigarette Fighting Program is a simultaneous and integrated cigarette monitoring operation to avoid the "balloon effect" of ilegal cigarette circulation. Implementation of a program to combat ilegal cigarettes against ilegal cigarettes, which is increasing in the number of violators, as well as instructions from the center to combat ilegal cigarettes in the region, especially at KPPBC TMP C Cilacap, even though there have been program instructions from the center, but in reality there are only 14 cigarette producers who have legal status in the region. supervision of KPPBC TMP C Cilacap. The aim of this research is to provide an overview and analyze the factors inhibiting the implementation of the program to combat ilegal cigarettes in the KPPBC TMP C Cilacap area. This research was carried out by KPPBC TMP C Cilacap which covers the Cilacap and Kebumen areas. This research uses a qualitative method that focuses on implementation using Ripley and Franklin's theory from the perspective of Compliance and What's Happening. The results of the research and discussion that have been described can be concluded in this research, namely that the implementation of the Ilegal Cigarette Fighting Program at the Directorate General of Customs and Excise, especially in the KPPBC TMP C Cilacap area, has been going well. Even though there are always obstacles involved, they are not a big obstacle in carrying out a program to combat ilegal cigarettes. The compliance aspect implemented by the implementers of the Ilegal Cigarette Fighting Program has fulfilled the sub-aspects of the implementation approach. Compliance with carrying out activities according to superiors' instructions which have been carried out well and the role of superiors who always provide direction, associate and provide support to their subordinates to jointly carry out the program. In implementing the Gempur Illegal Cigarettes program, there are several sub-aspects that are still obstacles, namely the number of available employees and employee competency which is still inadequate, the absence of SOPs that focus on the program and the absence of a special budget for the Gempur Illegal Cigarettes program. Socialization and education still have not reached the entire community so it needs to be intensified because community understanding and participation in the fight against illegal cigarettes is the output of these activities. |
