| Abstrak (Bhs. Indonesia) | Penelitian ini berjudul Implementasi Program Bantuan Stimulan Perumahan Swadaya di Desa Doplang Kecamatan Adipala Kabupaten Cilacap. Penelitian ini dilatarbelakangi dengan adanya kemiskinan yang menyebabkan masyarakat tidak mampu memiliki rumah yang layak. Untuk menangani masalah rumah tidak layak huni, pemerintah pusat mengeluarkan program bantuan stimulan dalam upaya pengentasan rumah tidak layak huni dan meningkatkan keswadayaan masyarakat. Namun, masih terjadi fenomena pada saat implementasi program Bantuan Stimulan Perumahan Swadaya (BSPS) dimana masih adanya masyarakat yang belum memahami mengenai syarat dan tujuan dari program ini sehingga terjadi kesalahpahaman saat implementasi program, serta pembangunan rumah yang bisa dikatakan belum sepenuhnya seratus persen. Penelitian ini menggunakan teori implementasi kebijakan yang dikemukakan oleh Edward III dengan empat aspek yang mempengaruhi implementasi, yakni komunikasi, sumber daya, disposisi, dan struktur organisasi. Metode yang digunakan dalam penelitian ini adalah metode kualitatif deskriptif. Hasil penelitian menunjukkan bahwa implementasi program BSPS di Desa Doplang Kecamatan Adipala Kabupaten Cilacap sudah berjalan dengan baik, namun belum sepenuhnya optimal. Implementasi BSPS di Desa Doplang dipengaruhi oleh faktor komunikasi yang kurang berjalan dengan baik karena masyarakat yang memiliki sikap dan kapasitas yang berbeda dalam menerima informasi yang disampaikan. |

| Abtrak (Bhs. Inggris) | This research is entitled Implementation of the Self-Help Housing Stimulant Assistance Program (BSPS) in Doplang Village, Adipala District, Cilacap Regency. This research was motivated by poverty which caused people to be unable to have a decent house. This research was motivated by poverty which caused people to be unable to have a decent house. To deal with the problem of uninhabitable houses, government issued a stimulant assistance program in an effort to alleviate uninhabitable houses and increase community self-reliance. However, there is still a phenomenon during the implementation of the BSPS program where there are still people who do not understand the terms and objectives of this program so that there is a misunderstanding during the implementation of the program, as well as the construction of houses that can be said to be not fully one hundred percent. This research uses the theory of policy implementation proposed by Edward III with four aspects that affect implementation, namely communication, resources, disposition, and organizational structure. The method used in this research is a descriptive qualitative method. The results showed that the implementation of the Self-Help Housing Stimulant Assistance (BSPS) program in Doplang Village, Adipala District, Cilacap Regency has gone well, but has not been fully optimized. The implementation of BSPS in Doplang Village is influenced by communication factors that are not going well because the community has an attitude and capacity to receive the information submitted. |
