Indonesia) | Pasca pemberlakuan Undang-Undang Republik Indonesia Nomor 33 Tahun 2014 tentang Jaminan Produk Halal, pengajuan sertifikasi halal oleh produsen bersifat wajib (mandatory). Menurut Kemenkop UKM, bahwa jumlah pelaku UMK yang tersertifikasi halal di Indonesia sangatlah menghawatirkan. Jumlah pelaku Usaha Mikro Kecil (UMK) pada tahun 2019 di Indonesia mencapai 65.471.134 unit usaha. Namun, sampai dengan akhir tahun 2021 hanya terdapat 1% dari total jumlah seluruh UMK yang sudah tersertifikasi halal (Kemenperin, 2022). Hal ini mengakibatkan UMK itu sendiri sulit berkembang dan berpotensi menimbulkan konflik. Salah satunya, UMK yang berada di Kabupaten Banyumas. Masih banyak UMK di Kabupaten Banyuumas yang belum termotivasi sertifikasi halal dan belum memahami proses sertifikasi halal, faktor penyebabnya pun belum diketahui. Tujuan dari penelitian ini yaitu untuk mengetahui faktor apa saja yang menghambat UMK dan UMK di Kabupaten Banyumas. Hasil penelitian ini menunjukkan bahwa responden didominasi oleh perempuan, rentan usia berkisar 31-40 tahun dengan pendidikan terkahir yaitu SMA. Rata-rata agama responden ini yaitu agama Islam. Lama usaha responden ini rata-rata > 3 tahun, dengan jumlah staff < 1 orang. Rata-rata pendapatan perbulan berkisar antara Rp. 500.000 – Rp. 2.000.000 dengan segmentasi pasar masyaralat umum, pelajar, dan mahasiswa. Hasil analisis data dengan analisis faktor yaitu terdapat 8 faktor baru terbentuk yang menjadi penghambat pelaku UMK dalam pengajuan sertifikasi halal self-declare yaitu faktor informasi, faktor pengetahuan, faktor kesadaran produsen, faktor kemampuan teknologi personal, faktor SDM dalam pemahaman halal, faktor keyakinan, faktor kelengkapan dokumen, dan faktor lingkungan. |

Inggris) | After the enactment of Law of the Republic of Indonesia Number 33 of 2014 concerning Guarantee of Halal Products, applications for halal certification by producers are mandatory. According to the Ministry of Cooperatives and Small and Medium Enterprises, the number of MSEs that are halal-certified in Indonesia is very worrying. The number of Micro Small Enterprises (UMK) actors in 2019 in Indonesia reached 65,471,134 business units. However, until the end of 2021 there will only be 1% of the total number of MSEs that have been halal certified (Ministry of Industry, 2022). This makes it difficult for MSEs to develop and has the potential to cause conflict. One of them, UMK which is in Banyumas Regency. There are still many MSEs in Banyuumas Regency who are not motivated by halal certification and do not understand the halal certification process, and the causative factors are not yet known. The purpose of this research is to find out what factors hinder UMK and UMK in Banyumas Regency. The results of this study indicate that respondents are dominated by women, vulnerable ages ranging from 31-40 years with the last education, namely high school. The average religion of these respondents is Islam. The average length of business for these respondents is > 3 years, with a number of staff < 1 person. The average monthly income ranges from Rp. 500,000 – Rp. 2,000,000 with the market segmentation of the general public, students and university students. The results of data analysis with factor analysis are that there are 8 newly formed factors that become obstacles for MSEs in applying for self-declared halal certification, namely information factors, knowledge factors, producer awareness factors, personal technology capability factors, HR factors in understanding halal, belief factors, factors completeness of documents, and environmental factors. |
